• Prepares and maintains necessary records, budgets, correspondence and reports relating to the activities of the division

• Collects, analyzes and monitors data in support of organizational benchmarks and business goals

• Oversees contract staff to assure delivery of individual projects in accordance with established WSSC goals, policies and procedures

• Practices open two-way communication with employees making sure they are informed regarding WSSC matters such as vision, mission and company goals; serves as a mentor to employees regarding professional development in order to set career expectations that are beneficial to both the employee and WSSC

• Attends appropriate meetings with WSSC stakeholders internally and externally including those at local, state and federal agencies or municipalities

• Develops operating policies, procedures and objectives to maintain high standards of quality service and efficiency

• Oversees compliance with safety rules and regulations in accordance with, but not limited to, OSHA, State of Maryland and WSSC

• Drives a company vehicle to conduct WSSC business

Other Functions • Works in concert with the Communications and Community Relations Office to address community and media concerns regarding broken water mains, sanitary sewer overflows, and discolored water complaints

• Works with and assists others within Engineering, Plant Operations and Utility Services in the review of design plans and specifications, construction projects, as well as maintenance to the water and sewer systems as needed to assure that the systems are operating and functioning optimally

• Serves as Acting Director/Deputy Director, Utility Services when so designated

• Performs other related duties as required

Work Environment And Physical Demands Business casual office environment with some field work observations.

Required Knowledge, Skills, And Abilities • Comprehensive knowledge of the methods and procedures used in the maintenance of water distribution and wastewater collection operations

• Comprehensive knowledge of the occupational hazards and safety precautions of the work

• Ability to use effective techniques of supervision

• Knowledge of computer equipment and software related to the assignment

• Comprehensive knowledge of the principles and practices of civil/sanitary engineering

• Comprehensive knowledge of planning, design and construction contract administration

• Comprehensive knowledge of the materials, equipment tools and work practices used in the reading, repair and maintenance of commercial and residential water meters

• Good interpersonal skills in conflict resolution related to union and non-union employees

• Ability to plan, participate and direct the work of teams consisting of professional engineers, inspectors, support staff, contractors, architects/engineers and other personnel

• Ability to plan, direct, and coordinate complex and difficult maintenance projects and programs

• Ability to effectively present ideas and reports both verbally and in writing

• Ability to establish and maintain effective working relationships with employees and the general public

Minimum Education, Experience Requirements • BS degree in Civil, Mechanical, Sanitary, or Environmental Engineering or related discipline

• 9+ years experience in water/sewer utility systems or meter maintenance in a large-scale facilities/utilities infrastructure

• 3+ years management experience in water/sewer utility systems Additional Requirements • Possession of a valid driver's license with no more than 4 points and ability to obtain and maintain a WSSC driver's permit

• Completion of the WSSC Financial Disclosure statement within 30 days of employment and annually thereafter

• Must be available on a 24×7×365 on-call basis or may be deemed an essential employee at any time

Preferences • Registration as a Professional Engineer (P.E) in Maryland

• Possession of a Water Distribution Operator's certification and Wastewater Collection Operator's certification

• Master's degree in an engineering discipline

• Knowledge of computerized maintenance management system (CMMS) software, geographical information system (GIS) software, and other common business software systems (Word, Excel, etc.)

• 3+ years project management experience.
