Position Summary:
 

    Through all phases of project delivery, proactively work with Region, District, and Area Management to assist Project Managers (PMs) in the successful delivery of quality projects in terms of both client satisfaction and preserved margin.
    Provide performance monitoring of projects within the District for compliance to Project Operations process and procedures.   
    Identify and implement opportunities for enhancement of overall project performance and project management practices.
    Provide training and mentoring of PM’s; develop positive mentoring relationship where PM’s seek out guidance and support before problems arise.
    Perform, review and prepare project risk assessments.  On higher risk projects, assist in developing effective solutions and monitoring success of the developed solutions.
    Provide periodic reporting to management including the Region Operations Manager (ROM), the District Manager, and West Regional Management.
    Act on behalf of the District Manager and/or Area Manager as formally delegated from time to time for decisions, contracts, project delivery forms and other contractual matters.

 
 Major Duties:
 

    Support West Regional Management, District Management and ROM by providing consultation and reporting as requested.
    Report to ROM and District Manager potential issues that could impact project or cost center performance.
    Identify, help develop action plans, and monitor high risk projects working with the PM, Technical Excellence Centers (TECs), Area Manager (AM) and District Management to ensure a successful margin preservation.
    Assist in the development of project staffing plans during the pursuit phase; perform verification and validation reviews of scope and pricing.
    Lead project readiness reviews on large and high risk projects.
    Analyze project financials and determine a project’s financial health.
    Provide project financial analyses and coordination with West Finance Manager
    Assist in developing corrective plans to address deficiencies identified in project reviews.
    Support the PM to help deliver a quality product while preserving margin.
    Identify projects that are in distress and provide the oversight and guidance necessary to help the PM correct the issues.
    Develop recovery teams as necessary to correct unsatisfactory projects performance.
    Develop and distribute review materials for project reviews and conduct reviews as necessary
    Coordinate Project Review schedule with local cost center management.
    Prepare Period end, Quarterly or Bi-annual cost center (area office) reports (i.e. PRSR Summary, PRSR Transmittal Summary, Graphs, tables, PCR, etc.) for management use.
    Assist in the development and implementation of project management training in support of a Region-based project delivery training program
    Provide training in the area offices regarding project delivery.
    Support AM and provide analytical results for each PM.  District and Area management support to include period reporting on project and cost center financial performance; developing and monitoring cost center annual budgets; monitoring and forecasting direct labor and contract backlog (hard and soft); and other such duties as needed in collaboration with the District and Area Managers.
    Provide the AM with the necessary support for WSP business management systems compliance.
    Support AM in personnel issues relative to PM performance.
    Assist in Succession Planning for PM’s (including development of Deputy PM’s).
    Provide feedback to PMs and TEC Managers relative to performance.
    Travel to various cost centers and project offices as necessary to perform the District Operations Manager (DOM) duties.
    Coordinate with Project Accountants (PAs) and Local PAs (LPAs) to ensure proper financial data exchange.
    Provide operations guidance, assistance and oversight of area office staff whose duties (on a part time basis) may include serving as local project operations managers (LPOMs) or providing project operations assistance in support of the AM and DOM.
    Take necessary actions to improve cash flow.
    Provide necessary coordination efforts for Project Certification compliance.
    Coordinate with local office Facility Managers (FMs) when necessary to establish or provide project office space and supporting infrastructure (IT, furnishings, systems, etc.)
    Perform the duties of the LPOM in support of Area Offices/Cost Centers.
    Provide independent research and contribution to the betterment of Project Operations procedures.
    Contribute to the continual improvement and enforcement of the Project Delivery process
    Perform other related duties as directed by the West Region Business Manager, District Manager and ROM.



Job Requirements

    Minimum of seventeen years relevant experience.
    BA/BS Degree in Business, Engineering, Planning, or equivalent discipline.
    Coordination with other Op-Cos and departments such as TECs is required.
    Seasoned Project Manager with major project experience managing large publically funded transportation and infrastructure projects is required.
     A strong understanding of business line management to assist in proactive risk identification, mitigation and resolution is required.
    Strong proactive problem solving skills and training skills are desired.
    A strong understanding of the PM’s responsibilities as well as project management techniques including: project financials, team dynamics, client relationships, staffing and resource requirements, Quality Control/ Assurance processes and performance expectations are required.
    Strong people skills, openness, candor, and a helpful demeanor.
    Alternative Delivery knowledge is a plus.
    Project Management Professional (PMP) certification is a plus.
    Proficient in the use of MSOffice products and web based collaboration utilities.
    Ability to engage in frequent travel is required.
    Leadership skills that portray the needed commitment, reliability, and accountability to project delivery.
    Position to be based in a WSP Area Office within the Southwest District.
