Responsibilities include but are not limited to:

  • Lead, conduct, and oversee the planning and execution of construction-related work packages for neutral-host, multi-carrier wireless small cell projects
  • Manage an on-site team of project managers, technicians, and subcontractors during the implementation and launch phases
  • Work directly with host facility representatives to establish and maintain cooperative relationships
  • Oversee on-site implementation and operations work in accordance with Venue and Carrier Agreements, Boingo Project Plans, US wireless industry standards, and local/state/national rules and regulations.
  • Work with Boingo NOC, field operations managers, and carrier partner technical support staff to troubleshoot and repair network related issues within the wireless networks
  • Help lead the development of hvSC Methods, Policies, and Procedures, and Operating Practices
  • Assist with the evolution of hvSC-related NOC functionality
  • Provide HVSC operations-related support during Boingo’s business development/sales cycle
  • Support the discovery, review, and evaluation of all potential service sub-contractors
  • Coordinate site access; subcontract necessary security firms; obtain airport security access badges
  • Follow Program Control’s Project Tracking and Reporting Process
  • Conduct Program/Project Review Meetings/Presentations as necessary
  • Understand business and technical requirements in order to define project lifecycle scope, deliverables and delivery commitments (especially HVSC)
  • Proactively track deliverables and take action when they are missing or late
  • Drive project activities against plans, and develop and manage project status documentation and communications.
  • As part of project status tracking and reporting, continuously assess project risk factors and recommend appropriate courses of action to mitigate
  • Provide technical training as needed


  • Bachelor of Science in engineering and or program management related field.
  • 10+ years of experience in wireless industry
  • Working knowledge of in-building wireless Distributed Antenna Systems (DAS) and Small Cells (SC)
  • Working knowledge of outdoor wireless DAS and SC
  • Demonstrated experience in managing high-volume roof-top installation of telecom or VSAT gear
  • Ability to determine regulatory requirements (permits, etc.) for each deployment site
  • Ability to develop and foster strong working relationships with venue management, carrier, and subcontract representatives
  • Capable of discussing and writing about technical subjects with diverse audiences
  • Must be capable of passing a 10-year TSA/FBI background check
  • Ability to sort and resolve complex technical problems
  • Knowledge of and ability to perform engineering computations and calculations.
  • Computer proficiency with MS Office and related software
