Develop understanding of workforce planning and demand to assimilate resources to meet the current and future needs of Chapman University. Design, implement and assess the talent acquisition and onboarding strategy for faculty and staff that emphasizes the candidateexperience, strengthens recruiting efforts, and optimizes the CU employment brand as the employer of choice.

Oversee day-to-day operations, leadership and management of Talent Acquisition team. Administer the execution of the day-to-day full cycle talent acquisition, recruitment, and onboarding process using data-analytics, technology, federal and state employment law, and social media strategies.

Facilitate effective talent acquisition strategy discussions with university leaders and help forecast talent needs. Collaborate with units across campus to develop and deliver effective talent strategies and processes that align with the overall institutional talent acquisition strategy, driving superior results and strengthening CU’s talent base.

Oversee and train HR and campus specialists on talent acquisition strategy, policies, and procedures with a primary focus to attract, hire, and transition the best talent and drive efficient and strategic search solutions at Chapman University. Develop and guide strategic initiatives focused on critical, hard-to-fill and high-volume positions. Develop and execute recruiting marketing and branding strategies. Partner with the university’s Equal Opportunity and Diversity Officer to develop diversity and inclusion recruitment initiatives.

Develop and analyze reports and metrics. Develop strategies and provide strong analytical support in the construction of comprehensive offers for employment for candidates based on market conditions, understanding of compensation variables, internal equity, Affirmative Action goals, and geographic considerations. Maintaining contracts and performance of vendors. Oversees the administration of the Federal Work Study program as it relates to student employment programming and recruitment.

Lead the recruitment and onboarding technology platform strategy and ensure full optimization, utilization, enhancements and continuous improvement of the applicant tracking and onboarding systems and other recruitment and onboarding tools. Develop and implement institutional off-boarding and exit processes for both voluntary and involuntary terminations. Direct post-offer, pre-employment processes including criminal background checks, any required drug testing, education and experience verifications, and reference checks. Serve as lead for background checks. Serve as Custodian Of Records for Live Scan. Leads all services to ensure compliance with regulations, collective bargaining agreements, and policies, including, but not limited to: Live Scan, e-Verify and Risk Aware.

Required Qualifications

A Bachelor’s Degree in Human Resources Management, Business Administration, Communications, or related field – or a combination of education and experience – is required and 5 years of related experience.

Experience designing, implementing, assessing and managing talent acquisition and onboarding programs, and leading professional staff.

Experience in the development of talent pipelines and sourcing candidates and using recruiting metrics to drive decision.

Experience developing and executing recruiting marketing and branding strategies.

Experience with recruitment and onboarding technology platform strategies, applicant tracking and onboarding systems, and other recruitment and onboarding tools.

Experience developing, analyzing and creating statistical reports and metrics.

Experience writing and delivering guidelines, processes and procedures that support policy expectations.

Experience leading and training HR and campus specialists on talent acquisition strategy, policies, and procedures with a primary focus to attract, hire and transition the best talent and drive efficient and strategic search solutions.

Knowledge of employment and labor laws. Broad knowledge of employee relations, benefits, payroll and management skills.

Desired Qualifications

A Master Degree in Human Resources Management, Business Administration, or related field is preferred.

Experience in business and change management in higher education is desired.

Certifications in consulting, talent sourcing strategies, recruitment and selection process, social media strategies, technology, process improvement, data metrics, and analytics.
