POSITION PROFILE

  • This candidate reports to the Vice-President, D&S Business Operations.
  • Maintain overall responsibility, coordination, and oversight of D&S Bids and Proposals, Solutions Management, and Product Management teams supporting the Global D&S Organization and Regions
  • Responsible for all solutions developments for across the D&S group.
  • Responsible for Global Product Proposals, Global Product & Solutions Management and specialized SMEs required to achieve solutions to proposals according to requirements and D&S group product and solutions strategy.
  • Establish domain expertise and develop repeatable execution strategies in areas including, but not limited to, Naval, DMO, Cyber, and Flight Training Operations, to support the global growth requirements of D&S
  • Establish and maintain standardized work flow and processess across the D&S group (for both the L2A/Proposal and product management process), and with the support of all D&S regions
  • Establish and grow positive working relationships across all stakeholders including D&S business units, Global BD & Strategy, and Global Engineering and Operations
  • Closely coordinate proposals with business partner's expectations (technical work share).
  • Coordinate all departments involved (engineering, operation, program management, technical services, etc.) as required and per policies for day to day proposal and product management activities
  • Establish repeatable execution frameworks to ensure consistency and integrity of our global products and solutions including harvesting lessons learned from past programs and proposals
  • Allocate technically and programatically sound resources and obtain additional required resources within a matrix organisation to meet deliverables.
  • Follow up on all schedules and deliverables for all departments involved in all assigned products/proposals and solutions.

QUALIFICATIONS

  • University degree, plus at least 15 years of related experience, or an equivalent combination of education & experience.
  • Must have Managerial, Technical, Proposals and Program Management Experience
  • Experience in dealing with very complex, multi­disciplinary and multi-delivery contracts/proposals linked to defence training products, services, and defence systems
  • Experience in managing high-level expectations in a complex global/regional matrix organisation (regional operating model).
  • Demonstrated ability to lead and coordinate complex activities from several departments/sub-contractors/and D&S regions.
  • Experience in coordinating various activities (equipment, training, logistics, facilities, in-service support) to achieve corporate goals and objectives
  • Ability to coordinate work and follow-up on schedule, cost and quality within a defined scope: results oriented
  • Ability to evaluate and make trade-offs decisions during solution development phase of the lead to award process
  • Business acumen: balancing client needs with business requirements during the proposal phase
  • Managing people: able to build and motivate a team as well as able to establish good relationship with peers, internal clients and third parties.
  • Customer focus: dedicated to meeting internal/external client expectations, sensitive to concerns with various stakeholders (internal and external)
  • The candidate must be available to travel as required.
  • Bilingualism in both French and English is essential.
