Description:Facility Overview:We are a 385 bed acute-care hospital classified as a stroke receiving center and level 2 trauma facility with an innovative, patient centered and evidence-based Rehabilitation Services Department.  Our compassionate team provides a wide range of inpatient and outpatient services, including acute care rehabilitation, joint replacement & spinal surgery, neurosurgery, ICU, Telemetry, step-down care, skilled nursing, as well as outpatient therapy, hand and lymphedema clinics.

Position Overview:The Director of Surgical Services is accountable for the management and operation of Surgery, Post Anesthesia Care Unit, and the Anesthesia Department on a 24 hour basis.  The Director functions with initiative and appropriate independent judgment to accomplish this design.  The scope of practice includes direction of, and interaction with department and management-level personnel, physicians and others in the institution as a whole.  The Director is responsible for the development of and maintenance of interdisciplinary relationships between all levels of departmental personnel as well as the institution as a whole.  The Director’s performance and behavior shall be both reflective and supportive of the Mission Statement and Core Values of the hospital. The Director’s responsibilities include development, maintenance and coordination of departmental operations.  These operations promote patient care and staff development including but not limited to: policy and procedure, quality control, the management and continuous maintenance of staffing and human resources, the development of personnel in the department.  The Director is responsible for the monitoring of Continuous Quality Improvement activities.  The Director of Surgical Services is responsible for strategic planning and management of financial resources.  These duties include budget development, purchase and maintenance of equipment, and maintenance of human resources within budgetary guidelines. Access to all Patient Health Information.

Department Specific Duties:Ensures that policy and procedures are current and are reviewed regularly by all staff members; reviews and revises policies and procedures every three years and/or as necessary.Develops short-term and long-term goals and objectives consistent with those of the institution; submits and discusses established goals and objectives with administration biannually.Plans, direct and monitors all technical aspects of the department in regards to services and programs, Directs the evaluation of aforementioned programs.Responsible for maintaining departmental services in accordance with standards established by Hospital Administrations.  Responsible for ensuring applicable regulatory standards are established, implemented and monitored.Prepares, implements, and monitors budgets.Manages responsible cost centers within flex budgets.Provides balance between cost effectiveness and quality care issues. Identifies cost-saving potentials as well as methods for increased efficiency.Controls and monitors labor management costs to budgeted cost monthly; cost not to exceed flexed budgeted costs monthly.Reviews statistical analysis information and initiates corrective action for budget variances.Forecasts fiscal impact of trends and current and future technological changes affecting the preparation and implementation of the budget.Assists in departmental facility planning and makes recommendations pertaining to departmental design, equipment purchase, and negotiations with various contractual services. Monitors, departmental purchases, stock par levels, storage, and utilization of inventory.Implements Materials Management initiatives.Demonstrates effective contract negotiation skills.Communicates budget to personnel, medical staff and supporting service departments.Provides guidelines for measuring the quality of patient care, based on accepted standards of nursing practice.Implements standards, reviewing and revising as necessary to reflect changes in nursing practice.¬Demonstrates knowledge of the principles of growth and development over the life span and the skills necessary to provide care appropriate to the age of the patients served.  Interprets data about the patient’s status in order to identify each patient’s age specific needs and provide age specific care.Addresses and supports the provision of patient care pertaining to psychosocial needs and cultural practices as long as such practices do not harm others or interfere with the planned course of medical therapy.Promotes good staffing practices by maximizing the utilization of human resources; forecasts and anticipates the personnel needs of the department with regard to fluctuations in the projected workload; maintains staffing at standards established by productivity management and applicable regulatory guidelines.Determines staffing requirements and patterns based on scope of services, complexity of patient acuity and fiscal resources.Ensures that current job standards/competencies exist for each member of the staff; ensures that criteria-based job standards/competencies are used for performance evaluation.  Reviews probationary and yearly evaluations. Reviews chronological in a timely fashion. Assists supervisory personnel in developing a plan for improvement for staff not meeting standards. Approves appropriate merit increases.Coordinates and/or trains and develops staff members for new responsibilities and authority as departmental needs dictate, including new equipment competency. Continually monitors the department’s activities and takes appropriate action to ensure efficient effective operation; observes ongoing operations and analyzes performance to identify potential problems.Coordinates attendance at Hospital Orientation for all new employees and facilitates and participates in department specific orientation for all new employees.Completes Mandatory Continuing Education Requirements.Supports Hospital Programs to include but not limited to risk management, safety, and infection control.Encourages staff career development, professional certification, and participation in professional organizations and education.Meets with user departments on a routine basis to obtain feedback; documents meetings and plan of action for improvement.Maintains a good working rapport with staff and other departments requiring frequent interactions and coordination of efforts.Establishes and maintains a routine mode of communication with staff; i.e., monthly staff meetings and written communication tool.Communicates departmental concerns and problems through proper written and verbal channels.Communicates, cooperates and performs related duties with other members of the hospital staff and administration in a courteous and efficient manner to achieve overall hospital goals and objectives.Assists with the development and execution of a plan of staff involvement and growth through delegation of appropriate responsibilities.Act as a team member within the department and within the Organization.Assures a safe, therapeutic operating room environment is maintained for patients and health care provides.Provides occupational safety for personnel through surveillance of the hospital safety program, including infection control, radiation safety, and minimizing exposure to hazardous and toxic substances.Insures electrical safety is maintained.Insures physical facilities are maintained including temperature, humidity, air circulation, and vacuum and gas systems.Insures that equipment preventive maintenance is current.Insures that departmental quality improvement programs interface with and support hospital wide performance improvement program.Schedules the collection of data for priority issues and as part of an ongoing process of continuing the measurement of departmental performance.Monitors the results of the measurement of the performance. Improves the process when measurement indicates room for improvement.Reports quarterly the results of performance improvement.Assists in collaboration with medical staff to coordinate patient care and delivery of services.Communicates to medical director and/or section chairpersons those issues appropriate for discussion through medical staff committees.Collaborates and communicates with other health care members to facilitate patient care and solve operational problems at the unit level.Ensures open communication with faculty and students to enhance a positive learning experience and contribute to long-term recruitment.Participates in hospital wide Business Development pertaining to Surgical Services.Demonstrates leadership in developing and maintaining various departmental product lines.Develops and maintains effective physician relations.Identifies and communicates changes in physician practice that impact hospital business.Analyzes case costs and revenue streams for opportunities.
