Summary



Responsible for leading the activities and tasks needed to maintain a desired level of excellence for the quality of products and processes in production to ensure customer satisfaction. Supplies the customer interface for quality issues raised by customers, and ensures that customer quality objectives are met.

Directs, implements and coordinates product quality assurance program to prevent or eliminate defects in new or existing product. Ensures full deployment of Wabtec Group quality strategy to the location. Maintains continuous improvement in service and products. Report regularly to senior management at Divisional and/or Corporate levels. First step for escalations by Quality team regarding technical issues. Must work cooperatively with business until representatives, customers, other internal and external organizations, and be prepared to support the Quality team with resolution of key issues.



Reporting Structure



The Site Director of Quality will report hierarchically to the Site VP/GM and functionally to the Group Quality Director.
Responsibilities

Essential Duties and Responsibilities:

Responsible for leading the activities and tasks needed to maintain a desired level of excellence for the quality of products and processes in production to ensure customer satisfaction
Manage quality incidents both internally and externally with the following reactivity goals: a) 48 hours for issue containment, b) 10 days for action plan definitions, c) 30 days for outcome completion and propagation of remedy through the group.
Analyze and report on issues affecting product quality (such as business situations, production process capabilities, manufacturing problems, economic trends, and design and development of new products) to the leadership team and Wabtec group. Ensure the reliability of quality data reported to the leadership team and through the Wabtec database.
Lead self-audit, compliance and management efforts to ensure the organization’s continued or future registration with key industry quality organizations such as ISO and ensure compliance to Wabtec Group standards expressed through WMS (Wabtec Management System).
Identify and lead implementation of methods, requirements and procedures for solving problems with product quality. Represent the “voice of the customer” when solving externally-identified problems with product quality.
Responsible for overseeing industrial safety compliance, policies, and protections put in place to ensure plant and factory worker protection from hazards that could cause injury
Collaborate with Quality team to develop projects to align with the strategic vision of the facility and support key performance indicators.
Ensure business performance aligns with customer expectations.
Conduct management meetings with product quality assurance leaders to establish, delineate, and review program organizational policies, to coordinate functions and operations between departments, and to establish responsibilities and procedures for attaining objectives.
Review technical problems and procedures of departments and recommend solutions to problems or changes in procedures; confer with engineers about quality assurance of new products designed and manufactured products on market to rectify problems.
Manage supplier quality assurance within the reactivity expectations of Wabtec, including the development of inspection controls, conferring with representatives of material and component vendors to obtain information related to supply quality, evaluating capacity of vendor to meet orders, and ensuring vendor quality standards.



Other duties and responsibilities:



Act as the teachers’ teacher to improve the understanding and quality skills throughout the company and develop a Quality Culture. Help design and present training programs to employees in quality techniques, practices and procedures.
Develop initial and subsequent modifications of product quality assurance program to delineate areas of responsibility, personnel requirements and operational procedures within program
Conduct management meetings with product quality assurance leaders to establish, delineate, and review program organizational policies, to coordinate functions and operations between departments, and to establish responsibilities and procedures for attaining objectives.
Cooperate with the leadership team and group resources in formulating and establishing a quality improvement plan, all division quality policies, operating procedures and division goals. Formulate appropriate fiscal budget for product quality assurance program
Develops and maintains good relations with community agencies, other employees, suppliers and educational institutions.
Develop yearly the financial budget which includes the expected capital expenditures, staffing needs, training plans and other general expenses
Lead monthly and quarterly Quality presentations to the Executive Office.
Interact and provide support to all other functional departments within the organization as needed
Control expenditures within limitations of functional budget through the calendar year
Cross functional leader and as Member of Site Executive committee, he/she actively and regularly helps the Quality team to grow inside their functions
Create a high performing group by establishing high performance standards and provide ongoing mentoring, training and coaching on effective Quality principals and methodologies to ensure a consistent approach is taken in evaluation of quality issues.
Responsible to coordinate with other Site Executive team functions in case of resources or hot issue needs and if needed escalate to his VP/GM and Group Quality Director
Communicate and flow down corporate and site level goals to relevant Quality metrics and assign targets/goals to affected staff
Drive change, motivate employees, provide direction and align efforts
Other responsibilities as assigned or deemed necessary by the business.

Supervisory Responsibilities



This individual will be required to manage direct reports which could include quality engineers, quality technicians, safety and support staff. They will be required to carry out supervisory responsibilities typical of a managerial role which could include:

Recruitment activities such as interviewing and hiring upon validation of open position
Planning, assigning, and directing work for the direct reports
Clearly defining and communicating the roles and responsibilities for each employee on the team
Measuring and monitoring performance and addressing performance issues appropriately
Developing team members skills to enhance contribution to the organization and preparing them for advancement
Completing annual performance appraisals
Rewarding and recognizing employees for achievements
Disciplining, addressing complaints and resolving employee issues
Succession planning for key roles in the organization
Assessing skills of all employees and developing and maintaining annual training plans/matrix

Qualifications

MINIMUM REQUIREMENTS

Education: Bachelor’s degree in Business, Operations, Engineering or related discipline



Experience: Minimum of 10 years of demonstrated experience in a manufacturing environment and minimum of 5 years of experience as a Manager or Director.



· Demonstrated experience in driving change throughout the organization

· Team building and Management; strong communication abilities

· Experience working within an ISO 9001 and ISO 14001 organization preferred

· Analytical and reasoning ability for problem solving, strategic planning and creativity/innovation

· Excellent judgement ability for complex decisions

· Capable of planning and organizing work and processes, ability to direct multiple projects and meet deadlines

· Ability to provide clear written and verbal instructions, compile and present business reports/correspondences, present information clearly and effectively provide direction

· Strong interpersonal and supervisory skills, ability to motivate employees to achieve expectations and performance goals; team-oriented and ability to achieve a collaborative environment

· Effectively present information and respond to questions from groups of managers and/or employees

· Familiar with computer software applications including Oracle and Microsoft Office products

· Languages: English language fluency is spoken and written communication is required.
