The Director of Human Resources reports to the Operating Division President and is responsible to direct overall Human Resources function for operating division including recruiting, employee relations, compensation, benefits, employees services, management development, training, and in-plant food services. This function is accomplished through direction of Human Resources manager, Food Services Supervisor, and consultative support

RESPONSIBILITIES AND RELATIONSHIPS
Within this established area of jurisdiction, the Director of Human Resources is responsible for the specific functions listed below:
Plan and maintain oversight of operational goals for Human Resources to meet company objectives consistent with Company personnel guidelines.
Responsible to develop and establish division personnel policies and procedures within company policy.
Advise and assist all division management in maintenance of uniform and equitable personnel practices and relationships between management and employees.
Represent division in relationships with community, regulatory agencies and other companies in all matters related to personnel.
Evaluate and appraise effectiveness of personnel policies, practices and programs.Develop and recommend action to improve operation of division personnel activity including for unique division personnel problems.
Implement and administer plans and programs for discovery, appraisal, development and support of management personnel.Consult with members of management about areas of development desirable for their subordinates.Advise in evaluation and selection of candidates for company management positions.
Provide Human Resources contributions, leadership, and training support to project management teams including to Deutsch Continuous Improvement (DCI) Program, and to operating management.
Study division long range forecasts to establish future personnel goals and devise methods to meet future personnel requirements.
Responsible for overall planning of work flow and organization of Human Resources Department including cost reductions and operational efficiency plans. Interpret personnel policy, assist subordinates in policy implementation, review performance and coordinate activities of subordinates. Approve all Human Resources Personnel transactions and maintain budgetary control over department.
Responsible for personnel actions which may involve significant liability from back pay awards, workers compensation claims, or wage-hour law enforcement.
SUPERVISION THROUGH SUBORDINATE SUPERVISION
Accomplish function through direction of subordinate supervision, supervision on a Program or Project basis or consultative support related to basic Human Resources activities, e.g. Employment, Employee Relations, Compensation, Benefits, Employee Services, Management Development, Training or In-Plant Food Services.
ACCOMPLISH FUNCTION THROUGH DIRECT ASSISTANCE TO SUPERVISION
Supervise and integrate all elements of employee services into total Human Resources mission consistent with operating division objectives.
Provide assistance to Human Resources supervision and to all functional personnel to provide counsel and guidance on personnel problems not specifically covered by policy or procedure, or counsel regarding unique personnel action requiring interpretation of practice and formulation of overall equitable course of action.
Interpret and implement policy and directives by establishing division operating procedures for use by Human Resources personnel where specific requirements are lacking and all other operating functions will be impacted.
Fifth year college or university program certificate; or two to four years related experience and/or training; or equivalent combination of education and experience.
