Job Description:
Director V - Director of Hospital Finance and Waiver Programs Under the direction of the Chief Deputy Executive Commissioner of the Health and Human Services Commission (HHSC), the director performs highly advanced oversight and coordination activities for the Chief Deputy Executive Commissioner and works under minimal direction with extensive latitude for the use of initiative and independent judgment. This position works closely with the Chief Deputy Executive Commissioner, providing leadership and strategic direction and developing specific goals and priorities in matters related to Medicaid hospital finance and associated waivers and all major supplemental provider payment programs. The responsibilities of this position include: providing oversight on issues related to hospital finance to accomplish state and federal directives; analyzing federal guidance; planning, developing, executing, evaluating, and modifying policy as needed; coordinating with numerous divisions with the agency; representing HHSC at public hearings and meetings with legislative officials, state and federal agency officials, consumer representatives, and industry representatives; and directing the preparation of comprehensive reports and presentations for senior management, legislative and external agencies, and the general public. This position performs other duties as assigned and as required for maintaining HHSC operations. The director contributes to the overall business strategy development by bringing a current knowledge and future vision in hospital finance and other major supplemental provider payment programs. The director develops overall strategy for issues related to hospital finance and develops organizational relationships, integrated policies and promotes efficiency and collaboration across the Health and Human Services (HHS) organization. Essential Job Functions:

Represents HHSC at public hearings and meetings with legislative officials. Directs the preparation of comprehensive reports and presentations for senior management. Develops overall strategy for issues related to hospital finance and develops organizational relationships, integrated policies and promotes efficiency and collaboration across the HHS organization. Knowledge Skills Abilities:
Knowledge of: state and federal laws, rules, and regulations relating to the health and human services agencies. Knowledge of strategic planning.
