  • DoD/ Government/USN/USCG programs required

Job Description

We currently have an opportunity for a Director of Estimating, located in Washington, D.C., for the Fincantieri Marine Group.


POSITION SUMMARY

This position is responsible for all estimating functions. The responsibilities will include the coordination and development of: new bid estimates (labor and material), price proposals, pricing, coordinate proposal reviews, change proposal and request for equitable adjustment (REA) estimates, rough order of magnitude (ROM) estimates, both SWBS and trade based estimating, return cost analysis at both a high level (ship) and a low level (work center), cost studies, ROIs, convincing and validated basis of estimate (BOE), bid risk mitigation, estimating parametrics, productivity metrics for estimate development, maintenance of historical files, higher level metrics to validate estimates, make/buy studies and "bible" maintenance, and budget rate development as derived from the bid.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assist in the development of project labor and material cost estimate backup and cost/price proposal documentation.
  • Develop detailed cost estimate (labor hours and material costs) for changes. Create and maintain cost backup files. To manage all resources associated with completing the goals and objectives of the Estimating Department.
  • Defines responsibilities, tasks and MMC resources from all departments and disciplines needed to meet bid and proposal commitments, and coordinates assigned personnel so as to achieve said commitments.
  • Work directly with PMO, Engineering and all MMC disciplines in the implementation and execution on new programs to convey the basis of the plan and bid estimate and guide successful execution.
  • Develop charter, processes, procedures, checks and risk assessment guidelines for preparing "Firm" bid costing development with inputs provided by all MMC functional departments meeting accuracy and fidelity requirements for all new bids.
  • Provide "ownership/ stewardship" of the Firm Bid and Estimate process to guide and monitor development of accurate and achievable bid inputs (ie engineering material attributes to meet project requirements; Purchasing developed material costing for Engr defined BOM items; and all salaried labor estimating by each functional area)
  • Create/review/refresh labor parametrics required to effectively estimate Manufacturing Dept. labor costs using current metrics from similar jobs. Using this historical base develops accurate and comprehensive labor costs for bid and proposal purposes.
  • Ensure accuracy, consistency of all bid, cost and parametric data.
  • Maintain all bid and return and return parametric cost sensitive data secure and confidential.
  • Assist Estimator to develop, maintain and refresh, project return labor files and parametric database.
  • Create and maintain program SWBS learning curves.
  • Work directly with Engineering to gather material attribute data.
  • As assigned research and provide comparison of Bid vs. Actual material attributes for "Key" SWBS for each project.
  • Provide a detailed task or parametric labor estimate and material cost changes based on updated or new quotations or estimates.
  • As assigned, develop SWBS return cost analysis to refresh estimating pararmetrics based on actual return hours and physical vessel attributes.
  • Develop manufacturing labor estimates for Vessel bid and proposals as assigned.
  • Maintain the MMC make/buy "bible".
  • Assist with the distribution of the budget IAW the bid estimate.
  • Must abide by and enforce all organizational policies and procedures.

SUPERVISORY RESPONSIBILITIES

Directly supervises 5 to 10 employees. Carries out supervisory responsibilities in accordance with the Company's policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Demonstrates leadership skills that align with the mission, vision, and values of the Company.

SKILLS

  • The Director of Estimating must exhibit the capacity to directly manage a group of up to 10 people as described in Section C above, as well as effectively provide guidance, leadership and specific direction to all resources in all areas assigned to support Bid and Proposal tasks and effectively work through their immediate supervisors to meet the requirements of the proposal.
  • Must exhibit capacity to develop the skills to effectively investigate, interpret requirements and develop "accurate" SWBS and trade based work scopes and labor estimates from Engineering provided attributes, utilizing current historical based labor metrics IAW the established department processes and procedures.
  • Must have the ability to visualize and develop skill, to effectively break down a project technical scope and SWBS attributes to develop accurate and credible estimates of manufacturing labor.
  • Must have the basic foundation and knowledge of Marine Vessels systems.
  • Must possess ability to visualize and develop skill and knowledge to interpret Customer contract, technical specifications, and solicitation requirements and establish correlation to MMC specific SWBS structure and create Project specific chart of accounts.
  • Must possess excellent organizational and accuracy skills to develop cost and price deliverables and estimates as assigned utilizing appropriate tools and software required.
  • Must have strong Microsoft Office Suites computer skills.
