Develop, implement and manage accountability for policies, programs, procedures and practices designed to advance the implementation of diversity and inclusion (D&I) best practices at NJ TRANSIT. Drive, monitor and manage NJ TRANSIT cornerstone diversity initiatives including NJ TRANSIT's Diversity Council, Employee Resource Groups, and D&I Lunch-N-Learn Program. Design and advance new D&I-specific initiatives focused on cross-cultural exchange and community partnership.
Establish D&I best practices to enhance and amplify organizational impact of critical Office of Civil Rights functions: Disadvantaged Business Enterprise (DBE); Americans with Disabilities Act (ADA); Title VI and Environmental Justice compliance. Partner with Human Resources and the Office of Equal Opportunity and Affirmative Action to incorporate D&I best practices into workforce programs/functions including but not limited to NJ TRANSIT's employee pipeline, summer internship program, recruiting and interviewing practices, training, coaching, counseling, mentoring and policy creation.
Lead/Supervise development, design, delivery and evaluation of training focused on key issues of D&I, including unconscious bias, implicit bias, civility, and creating inclusion/equity in organizational cultures. Identify, partner with and manage internal/external resources in the development and delivery of training and presentations designed to increase familiarity, comfort and trust within NJ TRANSIT's workforce, and between NJ TRANSIT's employees and its customers. Monitor and track the design, delivery, and evaluation of all D&I related training.
Develop best practices and standard operating procedures to implement D&I goals at all levels of the organization. Develop communication/coaching materials and provide coaching to support the incorporation of training into the organizational culture at various levels. Manage and deliver internal and external communications to articulate D&I strategy and goals. Manage communication of current D&I trends and relevant news/information to business partners throughout the organization as needed. Offer D&I based feedback and guidance on internal/external organization initiatives and business challenges.
Conduct benchmarking studies to identify best-in-class approaches to the cultivation of a diverse workforce and inclusive organization, specifically at the senior management and executive levels. Utilize D&I corporate industry tools and instruments to monitor, evaluate and report on the current state of D&I at NJ TRANSIT. Report regularly on diversity data and metrics and make recommendations for action. Utilize/Leverage D&I subject matter expertise and organizational data to inform NJ TRANSIT's strategic planning process and incorporate D&I outcomes into NJ TRANSIT's organizational mission in collaboration with internal and external partners. Research, measure, and respond to diversity-related data and information requests on behalf of NJ TRANSIT.
Build positive relationships with NJ TRANSIT community members, including employees, customers, and community partners in support of NJ TRANSIT D&I strategy. Identify and drive opportunities to build on diversity programs in alignment with D&I goals. Develop partnerships that will drive D&I goals at NJ TRANSIT with external partners at local and state level. Manage and deliver internal and external communications to articulate D&I strategy and goals.
Manage D&I budget and provide forecast of anticipated needs based on programming trends. Complete special projects as assigned. Manage assigned staff to perform duties as assigned.
KNOWLEDGE SKILLS REQUIRED: Bachelor's Degree and a minimum of seven (7) years applied experience in Workforce Diversity Equity and Inclusion (DEI) or Human Resources in an Organizational Development role. Demonstrated subject matter expertise in the field of DEI.
