Directs, manages and monitors the overall strategy, activities, and complexities for the Affordability Compliance function for Rose Community Management and managed properties as related to applicant & resident eligibility and applicable regulatory restrictions on Project Based Section 8, RAD, LIHTC, HOME, Historic Tax Credit, and state specific income/rent restricted financing and Use Agreements. The Director of Compliance is responsible for preparing policy and procedure updates on regulatory changes, maintaining and updating government-assisted policy and procedures manual, assessing and providing onsite and/or web-based training for newly hired and existing Community Managers and other office personnel. The Director of Compliance acts as a Corporate liaison to HUD, respective Housing Authorities, and is responsible for monitoring compliance with low-income housing tax credit, HUD and IHDA requirements. Reviews and ensures accuracy on any compliance reports as required by RCM, the property owner, financial partners and state housing finance agencies.

Bachelors or better in Business Administration or related field.
Masters or better in Business Administration or related field.
Fair Housing Training - 3 hours within 12 months
HUD-Section 8 Certification (COS, BOS)
LIHTC Certification (HCCP, SCHM, TCS)
5-7 years: HOME Financing Compliance
5-7 years: HUD Compliance (PBS8, PRAC 202, RAD)
5-7 years: Compliance Officer / Manager: Low Income Housing Tax Credit Compliance
CAM, CAPS, ARM, CPM
1-2 years: Section 504 Coordinator
3-4 years: Historic Tax Credit (HTC)
