The Seattle Housing Authority, a nationally recognized leader in developing and maintaining affordable, innovative housing communities and programs, is accepting applications for the Director of Housing Finance & Asset Management.
Note: The anticipated start date for this position is early February. The selected candidate will be afforded the opportunity to shadow the current incumbent as part of the transition and onboarding process.
Under the direction of the Deputy Executive Director, plan, organize, direct and control the Housing Finance and Asset Management programs of the agency. Supervise and evaluate the performance of assigned personnel.
E = Essential Functions
1. Lead and manage the Asset Management division; interface with Seattle Housing Authority (Agency) programs, departments, stakeholders, customers, and the general public to establish and meet goals necessary to achieve SHA's mission. E
2. Lead and manage the Asset Management program including the Asset Management Team to ensure program goals are met and Asset Management principles are integrated into the annual budgeting, capital planning, and strategic planning efforts of the agency. Provide long-term guidance as to how to deploy and reposition the agency's real estate assets in light of physical conditions, resident demand and funding allocations.
3. Lead and manage the implementation of the rehabilitation and renovation of agency real assets by the Construction division in accordance with approved budgets and financing.
4. Coordinate with the Development Department in planning the redevelopment of the Agency's real estate assets to ensure Asset Management program goal and principles are met in the plan.
5. In partnership with the Director of Development and Chief Financial Officer, develop complex financial strategies for financing SHA development projects. Assist the Director of Development in securing required funding. E
6. Lead and manage the Agency's use of credit for asset management purposes. Lead the creation and implementation of a debt management policy and program for the Agency.
7. Manage the acquisition and financing of projects completed for SHA on a turn key basis including but not limited to purchase and development agreement negotiation, design review, construction reviews and final acceptance.
8. Lead and manage the issuance of bonds by the Agency both for its own uses and for non-profit housing developer uses.
9. Develop and prepare the annual budget for Housing Finance and Asset Management; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; attend quarterly financial reviews; propose revisions and adjustments as needed. E
10. Lead the preparation of the agency's annual capital budget in coordination with other departments; lead the preparation and updating of the five-year capital financial baseline. E
11. Identify property acquisition opportunities for SHA to meet its housing goals and for related support facilities including but not limited to office space, maintenance and management facilities, and community support and services space. As necessary, develop management and financing plans as required to secure additional housing and other facilities. E
12. Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates. E
13. Provide technical expertise, information and assistance to the Executive Director and Deputy Executive Director regarding assigned functions; assist in the formulation and development of the agency's housing programs and activities. E
14. Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned functions. E
15. Ensure that all safety and health rules, standards and procedures are observed; arrange for and ensure that accident investigations are formally reported on or within the next workday of when the accident occurred. Actively support and participate in the Emergency Preparedness program and tasks. E
16. Facilitate staff participation to develop and continuously improve service delivery to attain the core strategies and mission of the agency; coach and support staff to develop and implement work plans and/or initiatives working cooperatively and independently with others. Develop communication plans and establish tracking processes to ensure completion of initiatives and work plans that include linkage to employees' performance evaluations. E
17. Perform related duties as assigned by the Deputy Executive Director or Executive Director.
18. Represent the Agency at community, state, and national housing and public finance forums.
Bachelor's degree in Urban Planning, Architecture, Construction Management, Business Administration, Public Administration, Political Science or related field; may substitute an additional four years of directly relevant experience in lieu of the degree.
Eight years experience in housing development, public finance, real estate finance, public housing or other subsidized housing programs, urban planning or related field including five years in a senior management capacity. Experience supervising subordinate staff and teams.
LICENSES AND OTHER REQUIREMENTS:
Valid Washington State driver's license with insurable driving record.
