Provide overall technical support and supervision for the Technical Proposals in all Design-Build and P3 projects in North America during the pursuit stage. Work in coordination with the Division Design Leads and Flatiron Design Managers to make sure the Technical Proposals during the pursuits are submitted as per schedule, are cost efficient, low risk, high quality, fulfill the requirements of the RFP and provide accurate information so the estimators can price the projects efficiently. Work in coordination with the Technical Service Group and Construction Engineering Group to make sure the outcome of their technical due diligence is getting incorporated into the technical proposals. This position will report to the Design Management Director.



  • Monitor and provide support in the development of the Technical Proposals for all D-B and P3 projects in North America in direct contact with the Flatiron Design Managers and Division Design Leads to make sure the proposals are cost efficient, low risk and high quality
  • Plan, develop, organize, and supervise the design efforts for all D-B and P3 projects pursuits 
  • Challenge the design consultant technically when required to drive cost efficiency in the design
  • Identify critical items in the RFP and work in coordination with the Technical Services to mitigate the risk or optimize those items  
  • Travel to the Divisions where the pursuits teams are located to work hand in hand with them and the design firms whenever is required 
  • Ensure the Technical Proposals meets the requirements of the RFP 
  • Provides technical engineering guidance and input throughout tender stage
  • Develop processes and procedures to support and improve the design process during the pursuit stage 
  • Plan and co-ordinate the activities of the design process during the Tender with the Design Managers 
  • Revise the Design Teaming Agreements and Design Subcontract Agreements
  • Provide leadership, set standards and provide coaching for the Flatiron Design Managers
  • Review the engineering design included in the Technical Proposals for the D-B projects 
  • Monitor and track the Design Schedule and Design Budget with the Design Managers for the different pursuits to make sure that the design is submitted as per the schedule and within the agreed budget
  • Produce Progress Reports
  • Maintaining organized and detailed project records
  • Provide support to other areas of the Design Management Group whenever is required



  • Bachelor's Degree from an accredited four-year college or university in Civil Engineering 
  • 10+ years of related Design Management experience in Infrastructure projects (Design–Build or P3 projects)
  • Oriented to cost efficiency and value engineering
  • Demonstrated aptitude to understand civil engineering projects in all the phases; tender, design and construction
  • Demonstrate excellence in Civil Design Engineering skills, particularly in Transportation Projects 
  • Design experience in Structures or Roadways preferred
  • Design experience in projects of more than 300$M or large infrastructure projects
  • PE preferred 
  • Familiarity with PC software packages typically associated with civil engineering. Highly computer literate in Excel/Word and PowerPoint
  • Ability to produce technical reports 
  • Excellent communication (verbal and written) and presentation skills
  • Organizational ability – able to plan, prioritize, organize and monitor activities and projects
  • Highly motivated, flexible and proactive
