Essential Duties and Responsibilities
The candidate will be responsible for overall program performance and the successful completion. A Program Manager at this level provides direction and management for every phase of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations. The Program Manager must be capable of managing a project over $500 million in total installed cost or a large Capital Program with multiple projects that value up to $1 billion combined. Prior experience must include significant project management or construction management assignments at the Principal Project Manager level. Experience should also include technical leadership of diverse multi-discipline engineering and/or architecture teams.
Acts as the Company representative with the client ensuring client satisfaction and selected subcontractors during the program execution as the leader responsible of WSP service delivery. Among other Program specific duties, the Program Manager will promote and attain excellence in:
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with department managers. Collaborates with the office facilities staff to address project space requirements.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds established goals.
Works with the key project individuals to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.
Performs other responsibilities associated with this position as may be appropriate.
Development of project scopes, budgets and schedules
Lead technical aspects of contract negotiation, presentations and meetings
Successful delivery of projects within the defined schedule and budget
Preparing and leading presentations to client and team
Maintenance of clear lines of communication and contractual relationship between Project Manager and design team
Establishment of project costs, review of budgets, management and approval of project cost reports
Generation and/or review of project change orders, cash flows, forecasts and estimates
Scheduling and supervision of internal and external coordination meetings with contractors, engineers, and others as may be necessary
Represent respective projects at meetings and conferences.
Make recommendations on project staffing, evaluates subordinate staff
Lead in the formulation of advance technical concepts in proposal development, preliminary project/program phases, and presentations to client.
Bachelor's degree in architecture, or related field from an accredited curriculum
Minimum of 17 years of related project management experience including large project experience
Professional Certifications preferred such as Project Management Professional (PMP), Certified Construction Manager (CCM), American Institute of Certified Planners (AICP) preferred
Strong understanding of airside, landside, and terminal planning and design and experience in managing projects from planning through completion on large hub U.S. commercial airports is required
Must have ability to deal effectively with a wide variety of industry, government, and public contracts on project-related matters
Excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients
Strong analytical and problem solving skills
Excellent knowledge of budget and earned value
Strong understanding of scope, schedule and budget
Travel within the Central region will be required and further travel in the U.S. may be necessary
Valid driver's license required. In addition, must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
