WSP is currently initiating a search for a Deputy Program Manager for a General Engineering Consultant (GEC)/Program Management project in Austin, Texas.
Duties and Responsibilities:
Advance the planning, design, construction, operations, and maintenance interests of the client by directing and coordinating with multiple consultants, contractors and agencies to support the implementation and delivery of a portfolio of projects through the entirety of their lifecycles on the client’s behalf
Delivering complex program management services in the areas of programming/planning, alternative delivery, innovative financing, financial planning, procurement/contract management, risk management, project controls, quality management, construction management, project closeout and acceptance, and operations/maintenance
Develop, oversee, monitor and maintain full and effective managerial responsibility for all aspects of the GEC/Program Management contract including scope, fee estimate/budget, schedule, work plan, staffing plan, productivity levels, cost control, quality management, client communications, document control, and implementation of various initiatives, projects, and programmatic activities; additionally, ensure that each contractual objective is being met and that all delivery requirements are fulfilled
Working closely with TEC Regional Leads and Area Manager, develop and lead a program team composed of fulltime core team members collocated onsite with the client, functional scope element leads/subject matter experts, and as-needed support staff through the recruitment, selection, training, compensation, motivation, termination, and review of all assigned employees

Bachelor of Science degree in Civil Engineering or closely related field, from an accredited institution
Registration as a professional engineer in Texas, or the ability to obtain registration in Texas within six months if currently registered in another state
Minimum of 17 years of experience in highway facility development/delivery including programming/planning, geometric design, and production of final design plans; additionally, progressive experience supervising and managing project technical staff
Must be a self-motivated and forward thinking individual who can work independently, take initiative, think strategically, and help lead the program team with uninterrupted attention to detail, accuracy, and quality
Must have strong interpersonal skills, including oral and written communications
Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
Master's of Science degree in Civil Engineering or closely related field, from an accredited institution
Experience on program management or general engineering consultant contracts
Experience on alternative delivery / design-build projects
Experience with the construction phase of project development
Experience working with government agencies and proven ability to develop/maintain client relationships with these entities
