VT Group is seeking a Deputy Program Manager located in either Virginia Beach, VA; Charleston, SC; or San Diego, CA to plans, directs, and coordinates operational aspects of designated projects to ensure that goals or objectives of program are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervisors for our Shore Operations.
Assembles program staff.
Keep track of the general status of the major ongoing tasks being performed by the project teams.
Clearly determine and communicate detailed status information for all ongoing installation projects.
Maintain an awareness of the quality of the work being performed and must be able to implement whatever corrective action is needed to meet acceptable quality limits.
Ensure that tasks are assigned to individuals who can be expected to meet quality, cost, and schedule commitments made by the contractor.
Ensure that tasks are provided with adequate resources (personnel, time, tools, test equipment, training, etc.) to meet cost and schedule commitments.
Develop an effective program for training personnel and developing and documenting effective and efficient work practices – including program management and quality assurance practices. g. Implement an effective Management Information System to track costs, schedules, quality, and Government Property (both contractor and Government furnished).
Utilize Microsoft Project or equivalent software that can produce Microsoft Project compatible files for project management.
Train junior personnel in financial tracking, cost estimation, and installation execution methods and requirements.
Interpret and review engineering drawings, test plans, and technical specifications and provide clear text descriptions of the errors found and the clear identification of any standards violations.
Reviews program proposal or plan to determine time frame, funding limitations, procedures for accomplishing program, staffing requirements, and allotment of available resources to various phases of program.
Establishes work plan and staffing for each phase of program, and arranges for recruitment or assignment of program personnel.
Confers with program staff to outline work plan and to assign duties, responsibilities, and scope of authority.
Directs and coordinates activities of program personnel to ensure program progresses on schedule and within prescribed budget.
Reviews status reports prepared by program personnel and modifies schedules or plans as required.
Prepares program reports for management, client, or others.
Confers with program personnel to assess program issues and to develop resolution.
Coordinates program activities with activities of government regulatory or other governmental agencies.
Manages one or more subordinate supervisors who supervise one or more employees in a designated department.
Is responsible for the overall direction, coordination, and evaluation of these units.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Fifteen (15) years of technical experience in planning and executing the installation, and testing and support of Command, Control, Communications, Computing, Intelligence, Surveillance and Reconnaissance (C4ISR) systems.
Eight (8) years of experience in managing the design, implementation, inspection, testing, and completion of C4ISR system installation efforts. Of this experience, a minimum of five years must have been in managing installations at shore facilities. In addition, at least five years of experience in managing sub-contracting requirements is required.
Five (5) years of experience in coordinating proposals, developing cost estimates, and budgeting for C4ISR installation work.
Five (5) years of experience in demonstrating the ability to coordinate and interface with Government personnel (military/civilian), contractors, and sub-contractors in the field of C4ISR installations.
Four (4) years of working level experience in developing and implementing installation designs and in testing and inspecting completed installations.
Bachelor's degree in engineering, engineering technology, math or physics and 15 years of related experience and/or training; or equivalent combination of education and experience.\
To perform this job successfully, an individual should have knowledge of Microsoft Project; Excel, and Microsoft Office.
Security clearance, valid driver's license; in lieu of degree, state registration as a Professional Engineer; or AS in Electronics or apprenticeship program; or military electronics school plus eight years of general experience.
Minimum four years of experience directly related to military C4ISR systems, two years of which directly related to design, field, system and logistic support engineering.
Extensive travel may be required.
