Job Summary

Aretum is seeking a Deputy Program Manager to support federal background investigation, personnel vetting, onboarding, and HSPD-12 PIV credentialing program operations. This role will support the Program Manager in overseeing day-to-day delivery across personnel vetting and credentialing workstreams, managing team execution, maintaining policy documents and SOPs, and ensuring program activities align with Trusted Workforce 2.0 requirements. The ideal candidate has strong experience in federal personnel vetting practices, process improvement, stakeholder communications, data reporting, and complex government onboarding and security protocols.

Due to the nature of our work as a federal consulting organization, employees may be expected to handle Controlled Unclassified Information (CUI) and must adhere to applicable safeguarding and compliance requirements.

Responsibilities
  • Serve as second-in-command to the Program Manager for personnel vetting and HSPD-12 PIV credentialing program operations.
  • Act as the Program Manager delegate as needed to support continuity of operations and customer engagement.
  • Oversee day-to-day delivery across workstreams, including intake, adjudication support, PIV issuance and maintenance, data quality, reporting, and related personnel vetting activities.
  • Manage daily team stand-ups, scrums, task assignments, and operational priorities.
  • Support achievement of service level agreements, quality expectations, contract requirements, and customer deliverables.
  • Manage the integrated master schedule, milestones, dependencies, and critical path activities to support on-time, high-quality delivery.
  • Lead risk, issue, and action management in coordination with the Quality Manager, including maintaining risk logs, executing mitigation plans, and escalating concerns with data-driven recommendations.
  • Coordinate with PVCM, OIT, HR/security stakeholders, and external credentialing providers to align policy, process, and systems under Trusted Workforce 2.0.
  • Support contract compliance by assisting the Program Manager with status reports, metrics, performance updates, and executive-ready briefing materials.
  • Support budget tracking, staffing plans, resource allocation, onboarding, and direction of matrixed analysts, SMEs, and QA resources.
  • Maintain and update policy documents, standard operating procedures, training artifacts, FAQs, and process documentation.
  • Align processes and SOPs to Trusted Workforce 2.0 requirements, including continuous vetting, risk tiers, adjudicative criteria, reciprocity, and related personnel vetting guidance.
  • Oversee data and reporting activities, including validating data quality rules, managing dashboards, and supporting source-of-truth integrity.
  • Interface with system owners and stakeholders regarding incidents, fixes, releases, and operational improvements.
  • Support systems and tools such as VA-CABS, USAccess, NBIS/eApp, ServiceNow, Jira, Confluence, Power BI, Tableau, and related platforms.
  • Lead stakeholder communications and change management activities, including developing clear memos, FAQs, briefing materials, and leadership updates.
  • Enforce security, privacy, records management, and compliance requirements across workflows and deliverables.
  • Identify opportunities for process improvement, standardization, training, and operational efficiency across the program.

Requirements
  • Bachelor's degree
  • Public Trust Clearance Eligibility
  • Minimum of 5 years of demonstrated functional and technical experience in the Personnel Security/Vetting industry within the Federal Government.
  • Demonstrated expertise in current initiatives involving Trusted Workforce 2.0 Core Doctrine.
  • Experience supporting federal background investigation, personnel vetting, onboarding, credentialing, adjudication support, or HSPD-12 PIV program operations.
  • Experience overseeing day-to-day operational tasks, team execution, workstream coordination, or matrixed resources.
  • Experience maintaining or updating policy documents, SOPs, training materials, process documentation, or operational guidance.
  • Experience supporting contract compliance, service level agreements, status reporting, performance metrics, and customer deliverables.
  • Familiarity with personnel security systems, credentialing systems, case management tools, or related federal security platforms.
  • Familiarity with ServiceNow, Jira, Confluence, and business intelligence tools such as Power BI or Tableau.
  • Basic SQL knowledge for data validation, reporting, or quality review.


Preferred Qualifications
  • Lean Six Sigma Green Belt or Black Belt certification.
  • Project Management Professional certification.
  • Certified ScrumMaster certification.
  • Experience supporting VA personnel vetting, credentialing, PVCM, OIT, HR/security, or related stakeholder environments.
  • Experience with VA-CABS, USAccess, NBIS/eApp, ServiceNow, Jira, Confluence, Power BI, Tableau, or similar systems.
  • Experience managing integrated master schedules, milestones, dependencies, risks, issues, and action items.
  • Experience creating executive-level briefings, dashboards, reporting packages, memos, FAQs, or change management materials.
  • Strong background in process improvement, training, data quality, and navigating complex government onboarding and security protocols.
