The City of Tukwila and Fire Department is accepting applications for Deputy Fire Chief. We are seeking someone who is highly motivated, committed to the future, and long-term objectives of the City and Department's mission core values. This position performs a variety of supervisory, technical, and administrative tasks. Duties include and not limited to leading, coaching, supervising personnel staff, planning, organizing budget plans, implementing fire operations/suppression management systems, effective communication on emergency medical services core competencies as well as general emergency response proficiency, and assisting with training/education programs within the department.
The Deputy Chief is an exempt role and reports directly to the Fire Chief. The annual salary range for this position is $120,000 - $156,000 (depending on qualifications) plus employer paid benefits and part of the Washington State Retirement Plan.

About Our Community:
The City of Tukwila, Washington (pop. 20,930 – 2019) located in King County and borders the Southern end of the City of Seattle. The City was founded in 1908. Originally a farming community, in the 1960's it transitioned into a thriving community, with a large shopping mall and light industry that supports the greater Seattle Area. The City is approximately 9.6 square mile in size with over 2500 vibrant businesses, many parks, churches, and a modern community center. This is a joint dispatch agency to serve the communities in the region.
The Tukwila Fire department provides full services, fire, EMS, fire prevention and emergency responses to I-5 and I-405 that intersect in Tukwila. Fire and EMS services are provided from (4) four fire stations. Currently, the annual call volume is approximately 6,000. The department is overseen by an appointed 3-person Civil Service Commission and a member of the South King County Fire Training Consortium. The department has earned a Washington State Class 3 PPC rating.
The department's 2020 annual budget is approximately $13 million. With the financial support of the voters in 2016, a Public Safety Bond was approved to replace two fire station with new state of the art stations, new fire apparatus, and equipment. Ongoing plans to update other fire stations are under way.
The Deputy Fire Chief will assist in leading a staff of 67 dedicated employees and our 5 - person administrative team. Under the direction of the Fire Chief, this position performs and directs administrative functions for the department. The Fire Chief is supported by this Deputy Chief, (4) station Captains with one shift Battalion Chief per shift, Fire Consortium Training Captains, and a fully operational Fire Marshal's Office. Most personnel are part of IAFF Local 2088 and work a 48/96 schedule.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Plans, coordinates, directs and evaluates the operations of a major division and implements the policies, procedures, programs and directives of the Fire Chief.
Understanding budget creation and management. Prepare and presents the department's annual budget, implements assigned budgeted work plans and allocates resources.
Manages and directs the administration of department programs as assigned.
Conducts research and recommends and establishes policies, procedures and programs for the department to which assigned.
Provides direction, counseling, training and performance evaluation and recommends discipline for subordinate employees.
Prepares and submits reports regarding department and/or major division activities.
Represents the department at meetings, commissions and committees and other specific functions as assigned.
Assists the Fire Chief in the development and implementation of department policies, goals, objectives, regulations and long-range plans.
Serves as Acting Department Director in the Fire Chief's absence.
Assumes field supervision responsibilities when warranted.

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
Graduation from a four-year (4) college or university with a degree in Fire Science, Public Administration or closely related field; and
Ten (10) years paid firefighter experience; or an equivalent combination of education and experience to provided sufficient evidence of the successful performance of the essential elements of the job such as those listed above.
Additional experience may substitute for the required education on a year-for-year basis. Two (2) years of firefighter experience must have been as a Battalion Chief or equivalent. A valid driver's license is required.
A Bachelor's degree in Fire Science, emergency management, emergency medical services or a related field is required. A master's degree in a related field is preferred.
A minimum of 10 years' experience with a fulltime fire agency and demonstrated leadership in a Fire Service Command position.
Obtain or currently possess the Chief Fire Officer or similar certification and Executive Fire Officer designation from the National Fire Academy Executive Fire Officer program. Time requirements to obtain designations as approved by the Fire Chief.
Experience serving elected officials and the public working across department divisions.
Experience working with staff represented by collective bargaining agreements.
Ability to effectively work in a multi-cultural workplace with a diverse customer base
Ability to speak and/or understand Spanish or Somali languages

Summary of Benefits for Non-Represented Employees: Benefits are provided as per City ordinance and policy.
The City of Tukwila offers a comprehensive benefit package to all regular full-time and regular part-time employees and their eligible dependents, including domestic partners (DP) and domestic partner's children (a tax penalty applies to the domestic partner portion of the premium). Part-time employees pay a pro-rated share of the premium.
Employees have the option of choosing from the City's self-insured plan that is administered by Healthcare Management Administrators (HMA) and is part of the Regence Preferred Provider network; or Kaiser Permanente, an HMO, for medical and prescription coverage.
The dental plan is provided through the City's self-insured plan and covers preventative, basic, and restorative services to an annual maximum of $2,000. An incentive level applies to these services ranging from 70% to a maximum of 100% coverage. Orthodontia is available for dependent children to age 19.
Vision coverage is provided through the City's self-insured plan and includes an annual eye exam and a $500 per family allowance for vision hardware or contact lenses.
Sick leave: Sick leave accrues at the rate of 4 hours per pay period (pro-rated for part-time employees.)
Vacation: After six months continuous employment, six (6) days of vacation is awarded and then accrues at the rate of 4 hours each pay period (pro-rated for part-time employees). Additional vacation days are awarded annually after 3 years through 15 years of service, to a maximum accumulation of 384 hours.
Holidays: The City of Tukwila recognizes ten (10) holidays and two (2) floating or "personal" holidays each calendar year.
Membership in the Washington State Retirement System PERS 2, PERS 3, or LEOFF 2 plans, as applicable, is required. The employee and employer both contribute to the plans.
Deferred Compensation Program (457B): Employees may choose to set aside a portion of their earnings on a tax-deferred basis for retirement purposes. The City offers three investment programs: Mass Mutual, ICMA-RC, and Security Benefits Group.
LIFE AND LONG TERM DISABILITY INSURANCE
A basic life insurance policy is provided for non-represented employees up to 1x their annual salary at no cost to the employee. Supplemental life insurance is available at group rates through payroll deduction for employees and their dependents.
A long term disability (LTD) policy is provided for non-represented employees at no cost. The policy provides for up to 60% of salary replacement to a maximum of $6000 monthly.
The Flexible Spending Account (FSA) allows employees to set aside a portion of their salary, tax-deferred, to pay for out of pocket medical expenses; dependent care expenses (child and adult); and adoption expenses.
VEBA - HEALTH REIMBURSEMENT ACCOUNT
Non-represented employees participate in VEBA, a health reimbursement account which allows employees to save for medical expenses at retirement. Employee's pre-tax contribution is $110.00 each pay period.
EMPLOYEE ASSISTANCE PROGRAM
The City of Tukwila contracts with an outside agency to provide confidential personal or job related counseling and referral assistance to employees and their eligible dependents at no cost.
Longevity pay is awarded after five years of service and increases at 10, 15, 20, 25, and 30 years.
