The Deputy Director, Engineering Projects US is responsible for successful execution of medium to large capital projects (typically <$10M, but in some cases up to ~$50M); typically as Engineering Project Manager (Workstream Leader) for Engineering activities under an Industrial or other investment project. The incumbent will be responsible for managing design, cost, schedule, construction, safety, quality, commissioning and qualification activities on these projects in an effective manner in accordance with Sanofi and Swiftwater Project Management policies & procedures, in order to meet committed Capital Project objectives. Scope includes projects involving both new and modifications to existing equipment, process, utilities, buildings and infrastructure systems. The Deputy Director, Engineering Projects, US will be responsible to work with appropriate Functional Leaders to form an effective project team, leveraging Technical Services and other functional capabilities to ensure that the project activities are managed in full accordance with Sanofi and Swiftwater policies, and that all systems are designed, installed and commissioned/qualified according to local codes, applicable regulations, and company Standards, including Health, Safety and Environmental requirements.
Provide project management to develop and execute the Engineering Workstream for assigned Industrial Investment Projects, or if assigned as overall Project Leader for a specific project, provide overall management to all project Workstreams. This position is expected to work within a project team environment, with limited supervision, and to have full accountability for their Workstream delivery, and to be mutually accountable with the Project and other Workstream Leaders for project success. Incumbent is expected to develop a working knowledge of key Sanofi systems including SHINE (time tracking, project database), eBuy (purchasing), mySPE (project approvals), and Catalyst (invoice payment), SAP (Financial system) and a variety of business support systems (engineering drawing management system, training management system, quality document management system, etc.). The incumbent is expected to have experience supervising engineering and construction activities, managing cost and schedule, tracking progress, coordinating C&Q activities, coordinating with maintenance for calibration and turnover activities, managing CAD and technical documentation turnover, and coordinating with other stakeholders and functions during execution.
As an experienced project manager, it is expected that incumbent has a strong knowledge of good industry practices for project management, and a working knowledge of Project Controls Best Practices. Documentation of formal training and/or appropriate professional or other industry certifications in project management and project controls techniques is desirable. The project manager will be accountable for time-tracking of project staff (both internal and external) and cost control, working withinternal Project Controls team staff, and utilizing appropriate tools and SAP. Incumbent must have experience with the capital project approval processes, and will be expected to support preparing the business case, and be integral to developing project execution plan, estimate and project schedule, as well as related project deliverables such as Project Purchasing Plan, Charter and User Requirements Brief. Work with other Technical Services platforms to implement and assist in commissioning & qualification (C&Q) process on projects.
Communicate within project team, with customers, and with key stakeholders. Lead and document project team meetings within Workstream, prepare monthly updates and data to support the project leader and department-level reporting requirements. Prepare and deliver management presentations as appropriate.
Implement projects in a safe and GMP compliant manner. Meet all Health-Safety-Environment (HSE) training requirements, and implement HSE procedures (Safe Plan of Actions, Permits, Pre-Startup Safety Review, HSE check-list, etc.) on all projects. Assure compliance with Quality requirements as defined by applicable Sanofi Quality Standards, site procedures, and by Change Control requirements.
People management – The Deputy Director, Engineering Projects, US will have matrix reports; both internal and external. May be responsible for providing performance feedback and providing other administrative support to project staff. Incumbent will be responsible to work with Functional platform managers and project leadership to anticipate and assure provision of planned project staffing in a timely manner, in accordance with the Project Execution Plan.
The role requires strong skills in project management, knowledge of the vaccine business, industrial operations, related business units and support functions. The role requires strong interactions, team- and relationship-building skills and the ability to facilitate strong networks and cohesive teams across a wide variety of internal organizational units and external groups. The ability to manage a large, dynamic and complex portfolio, under control and with transparent and effective communications to leadership is a key requirement. The role requires good people-management skills, a demonstrated ability to engage in detail while maintaining a strategic focus, and a capacity to manage a large number of simultaneous activities. Technical competency in vaccine manufacture and related process unit operations is not specifically required, but is highly desirable, and sufficient breadth of technical experience (multi-discipline) is required to provide an adequate foundation to manage and lead a team charged with responsibility for executing highly technical projects. In addition, a working knowledge of applicable regulatory requirements and processes, and of commissioning, qualification, and validation requirements necessary to bring a facility to licensed status is required.
This position is expected to facilitate and drive timely and sound decisions while strongly collaborating within a team environment. The ability to act without close supervision, pro-activity, and competent decision making is a key expectation.
The Deputy Director, Engineering Projects, US will be responsible for leading and managing ad-hoc project-based teams (project team size typically in the range of 5 to 20 members). This position is expected to manage the Engineering Workstream for a portfolio of small, medium, and occasionally large investment projects (small to medium: ~$0.5M up to ~$10M, large up to ~$50M). Assignments may include serving as overall project leader for selected (typically smaller, non-GMP or simple) projects, whereas typical medium-to-large industrialinvestment projects have an overall project leader under which the Engineering Project Manager serves as a team member to lead the Engineering deliverables/mission. In all cases, the ability to work independently but effectively in a matrix format, with limited oversite of a department leader is essential. Typical decisions to be made by the Deputy Director, Engineering Projects, US would include endorsement for approval of project-related purchases and change-orders, approval of design and construction decisions (within approved project scope/budget), identification and selection of consultants for engineering and construction, development of execution plans and schedules, planning C&Q activities, and management of project change processes. While this position is a site role, some travel may be required based on business need.
Minimum B.S., Engineering; preferably ChE or Bio-Process Engineering, with experience relevant to biologicals and/or vaccines manufacturing, orappropriate supplemental industrialexperience. Minimum 10 years experience in engineering, leading medium to large capital projects. Demonstrated experience with GMP requirements, engineering design, construction, project controls (including cost control and scheduling), commissioning and qualification activities.
Beneficial to have Project Management Professional (PMP) certification.
