Primary duty will be to work closely with the Chair of the Department of Neurology to implement his/her vision for the Department of Neurology and all its operational components – clinical, educational, financial, research and all other aspects.
Provide leadership and direction for department. Develop and oversee business plans and marketing plans for the department. The incumbent is accountable for achieving the desired School of Medicine’s missions and vision of teaching, research and patient-care. This leadership position has responsibility for helping the School of Medicine and MU Health Care achieve its mission of advancing the health of all people, especially Missourians. In addition to an understanding of managerial aspects, a broad scope of knowledge with understanding of economics and budgetary aspects, clinical practice, academics, research and medical school educational programs is required. As a part of department leadership and leadership team of the School of Medicine, this position is expected to unceasingly lead the development of a culture that is driven by the core values of working together to care, deliver, innovate and serve.
Manages and monitors the department budget and works collaboratively with SOM and department fiscal management of financial resources (e.g. operational budget, clinical revenue, state funds, grants and contracts, and gift accounts) for the department, including financial planning, budgeting and accounting functions of the academic and the medical service units. Establishes financial management policies within the department and ensures compliance with the policies and procedures of the Department, SOM and University. Coordinates and/or prepares regular financial reporting which is provided to the Department Chair, Division Chief (if appropriate) and Principal Investigators and research team. Work with support personnel to prepare grant and budget proposals; assist with grant renewals and anticipate renewal dates. Provides post-award financial planning and reporting. Must be able to meet budget deadlines.
Manage the clinical, academic, and research operations of the Department of Neurology which includes oversight and supervision of staff in a manner compliant with School of Medicine, Campus, and University policies.
Also provide administrative support for all faculty, residents, fellows, students, trainees and other health care providers/personnel. Manage the resources available to support department operations and provide financial oversight to ensure proper allocation and availability of resources to meet department operational goals. This includes ensuring the development of systems and reports dedicated to overseeing the financial status of the department, productivity of providers, implementing operational plans, and ensuring resources are applied as intended.
In partnership with the HR Consultants, oversees departmental human resources function regarding structure, employment, compensation review, promotions, disciplinary actions and terminations. Counsel employees and supervisors to resolve employee relation issues, initiate and follow through with progressive disciplinary actions when appropriate. Interview, select and evaluate the performance of the staff that directly report to the Director. Ensures that all required compliance of department is completed in a timely manner in accordance with MUHC and University policies.
Direct and indirect supervision is exercised over all support staff within the department and for faculty HR and payroll activities.
Resolve operational issues and implement necessary plans of action for correction. Also serve as liaison for faculty and staff of the department in explaining, communicating, and implementing institutional policies, procedures, operations, and strategic plans.
Manage space and equipment for the department.
Work with SOM for development, maintenance and expansion of all academic/educational programs.
Collaborate with Clinic practice manager to achieve optimal functioning of Neurology and Sleep Disorder Clinics.
Periodic review of clinical productivity of all faculty and other providers (including NP or PAs) and present to the Chair of Neurology for his/her review and to individual faculty as recommended by the Chair.
Ensure that all departmental practices are following and in compliance with external regulatory agencies such as the Health Insurance Portability and Accountability Act (HIPAA), Medicare, Medicaid and other third-party payers, and institutional policies.
Collaboration role - with MU-SOM, MUHC, UP and others:
Represent the Department of Neurology at departmental, School of Medicine, and Hospital/MUHC and all other meetings. Also represent the Department of Neurology with general authority to make preliminary commitments on behalf of the Department Chair especially when developing necessary collaborative relationships with all others including School of Medicine, MU Health Care, Department Chairs and Administrators, University Physicians, Medical Directors, Hospital Administrators, University Advancement and all others.
Work collaboratively with University Physicians, providers, and coding/billing staff to assure timely and accurate charge capture, prompt response to claim rejections, maximization of clinical revenues, and compliance with all regulatory requirements and guidelines. In summary, the position involves role in management of all aspects of departmental operations (those specifically listed and all others including unforeseen challenges such as current situation with Covid with departmental and institutional impact)
Requires a Bachelor's degree and at least five years experience within a health care setting of which the incumbent has a minimum of one year supervisory experience.
