Overview:   The Markets Group at the Federal Reserve Bank of New York is responsible for the implementation of monetary and foreign exchange policy, providing payments and custody services to foreign central banks, and auctioning and issuing Treasury debt as the fiscal agent for the U.S. Treasury.  As part of these duties, it executes transactions in the open market and conducts detailed analysis of financial market developments in support of the monetary policy decision-making process.   The Data Management Office (DMO) provides data services to the Markets Group and performs a set of support and data management service related activities centered around data that includes Security Master reference data, Data Warehouse data content, Time Series tick-level data,  various analytical data marts, and user support of a Business Intelligence (BI) tool.    DMO services and activities are centered on three core functions:   Data Operation Support – provides data profiling, data mapping, change management (i.e. impact analysis), database education and user on-boarding, as well as  query development support, code and model change testing.   Data Stewardship Support - provides ongoing monitoring of data quality for data assets covered based on business area defined data quality rules. Data quality metrics are monitored as part of a continuous data quality improvement program.   Vender Management Support - engages and works with support providers and vendors, as appropriate, to ensure the effectiveness of DMO supported data services.  Manage budget responsibilities in line with those efforts as it relates to operating, capital, and vendor management.    Job Summary   The qualified candidate will work as an independent contributor whose skills traverse across DMO services and activities.  The position requires working on multiple projects, issues and enhancements as a contributor who works closely with a variety of stakeholders and project teams.  In relation to these activities, the candidate will develop data requirements for new data flows and resolve content issues to ensure data integrity by performing data validation analyses.  The qualified candidate may work with several analysts on a formal and/or informal basis in their activities to establish data quality assessments and end user support capabilities including; identifying and incorporating data quality rules at all stages of the data flows, developing SQL code to extract data, establish and maintain metadata and business glossaries.  The qualified candidate prepares impact assessments resulting from code and data model changes, and develops test scenarios, writes and executes test scripts. The position requires that the candidate develop and maintain strong interpersonal relationships to foster a climate of openness with a broad range of interfacing business and technology partners. .   Principal duties and responsibilities

  • Provides support for securitymaster reference data services and associated system enhancements, implementation and maintenance
  • Works with IT and Business partners to understand data requirements
  • Collects, analyzes and summarizes data to support business decisions
  • Provides data that is congruent, reliable, and easily accessible by end users
  • Utilizes tools to monitor and evaluate updates and changes to target data models
  • Translates business requirements into conceptual data models
  • Uses technology to extract and analyze raw data
  • Develops and maintains reference documentation on data content, rules and transformations
  • Makes recommendations for process improvements in order to support data integrity efforts
  • Responds to and resolves data inquiries from interfacing partners


  • Knowledge of and interest in financial markets and transactions
  • Knowledge of fixed income products and their associated data attributes, (US Treasuries/Agencies/Agency Mortgage Backed Securities/Foreign Sovereign Debt)
  • Knowledge of foreign exchange, short term lending and indices
  • Knowledge of market data and providers (Bloomberg/Reuters/Treasury Direct)


  • Technical mastery of relevant platforms and technologies
  • Experience with data preparation software a plus
  • Experience in data mining and business intelligence
  • Experience with SQL
  • Ability to explore and profile data stored in Oracle databases
  • Exposure to Business Intelligence and Time Series tools
  • Exposure to metadata management theories, principles, and practices

Requirements* The ideal candidate would have the following qualifications:

  • Bachelor's degree in Computer Science, Information System, or other related field or equivalent work experience
  • Typically has 5+ years IT or business work experience and knowledge of data quality assurance, data analysis, and data mining techniques
  • Knowledge and understanding of one or more database management systems
  • Experience of working with market data providers, specifically dealing with data quality issues and resolutions
  • Experience working with financial markets and transactions is a plus
