ICF’s Children and Youth, Justice and Behavioral Health Line of Business seeks a Data Analyst and Team Lead to work on the Capacity Building Center for States in support of the Children’s Bureau (CB), Administration for Children and Families (ACF), US Department of Health and Human Services (DHHS).  The goal of the Center is to support child welfare agencies in effective implementation of federal programs and achievement of better organizational performance in order to improve safety, permanency, and well-being for children, youth, and families.

In a multi-skilled role, the Data Analyst and Team Lead manages the Center’s Data Team, oversees the data management infrastructure, develops technical documentation, conducts analyses, and visualizes data.  The successful candidate will also provide consultation, training, and support to increase the Center’s capacity to effectively use data and research for product development and service planning/delivery. The work will require both independent work and collaboration with internal partners from the IT/technical team, the Center’s Internal Evaluation team, and the staff and management of other Center service areas, as well as federal staff and other key external stakeholders.

This is a full-time home-based position, with occasional travel up to about 10-15% time.


• Manage Center for States Data Team staff and work plan

• Provide technical assistance and support to teams on collection and analysis of data related to Child and Family Services Reviews (CFSR)’s and PIP’s

• Support activities related to use of data to inform deeper problem exploration and root cause analysis

• Develop tools and supports and deliver capacity building services related to data and information systems

• Promote high quality data through the development and implementation of data quality reports and processes

• Develop collaborative relationships with program staff and leadership to support Center activities and functions

• Provide oversight and management of a variety of administrative data sources

• Conduct basic descriptive analyses of administrative data using existing reporting systems, including the use and development of Tableau packaged workbooks

• Work with technical partners on ETL and data modeling issues

• Develop technical documentation and user guides

• Prepare and review of Center process measures including quarterly, semi-annual, and annual reports 

• Present complex information in a user-friendly manner to a variety of audiences

• Collaborate with the Internal Evaluation Team to connect process measures to client satisfaction and outcomes data in a system of Continuous Quality Improvement (CQI)

• Provide technical consultation to internal staff and leadership related to the collection, management, analysis and use of administrative data in a system of data-informed management






• Master’s Degree

• 5+ years’ experience in Child Welfare and Social Sciences, with an emphasis on applying research and analytic skills to management decision-making

• 3+ years’ experience leading data extraction and analysis in relation to Child and Family Services Reviews

• Experience using administrative and programmatic data sets to evaluate program performance and support deeper problem exploration in a child welfare setting

• Experience providing consultation around processes and challenges related to data collection, management, and extraction in State and local jurisdictions

• Demonstrated experience in developing/creating dashboards and data visualization using Tableau or BI tools

• Basic knowledge of analytic software such as SPSS, SAS or R

• Ability to translate complex analyses or highly technical information for non-technical audiences

• Adept with MS office applications (i.e. Word, Excel, and PowerPoint), including intermediate skills using excel pivot tables, graphs, and functions.






• Experience managing staff and work plans in a fast-paced, outcomes focused environment

• Demonstrated skills in writing reports for a variety of audiences including practitioners and researchers 

• Demonstrated experience with data visualization (may be asked to submit a sample)

• Proven ability to communicate actionable, relevant findings to practitioners in order to impact policy and practice and outcomes within the context of continuous quality improvement

• Experience leading detailed analytical conversations with public child welfare leaders and analysts

• Experience with state child welfare information systems or other similar administrative data systems (e.g., courts, schools, public benefits, Medicaid)






• Strong analytical, problem-solving, and decision-making capabilities

• Solid team builder and team player with proven ability to manage competing priorities, perspectives and stakeholder needs

• Ability to multi-task and maintain high-quality results in a fast-paced environment

• Excellent verbal, interpersonal and written communication skills including strong presentation skills in both virtual and in-person environments

• Demonstrated, outstanding level of professionalism, including ability to exercise good judgment, discretion, tact and diplomacy.
