The CRA Manager will be responsible for understanding the 1995 CRA Reg, the 2020 OCC CRA Reg, the Fed Proposed CRA Reg, and any additional Reg proposals to assist the CRA Officer in understanding regulatory requirements and assessing implications, developing strategies to meet current minimum CRA regulatory requirements and is prepared to meet future rules as MFB transitions, coordinating with CRA/ERM/Compliance staff to assist with CRA gap analysis and risk assessments, and communicating expectations with front line departments.
Develop understanding of minimum requirements and expectations of existing, pending, and potential CRA regulations and guidance that impacts MFB. Develop risk/benefit comparisons among the options, assess organizational needs and costs to comply with options, perform gap analysis and risk assessments with current processes. Outline strategic and tactical options for CRA Officer and Committee to consider.
Advise MFB Operational Units (including lending, deposits, compliance, ERM, treasury) of CRA Regulatory updates/definitions/requirements, evolution and trends as CRA reg changes, anticipated requirements, risk factors to address, etc. Incorporate operational unit feedback into refined gap analysis and strategic development.
In conjunction with CRA Officer and Staff, assist with CRA Committee, ERC Committee, and Board CRA reporting.
Provide data and reporting support in response to OCC CRA exams and CRA audits.
Perform CRA outreach activities based on skill set, and develop that skill set as appropriate based on CRA Officer direction. Can include activities such as HMDA application generation and processing, financial education, CRA organization service, etc. that are in alignment with MFB CRA objectives. Promote similar activities by MFB personnel and develop loan pipeline opportunities for lending departments.
Requires banking experience with some dedicated CRA experience - preferably with multi billion asset OCC regulated institution. Mortgage lending - preferably HMDA - experience a plus. Initiative to develop and execute plans to fulfill job expectations. Ability to work independently and in group settings. Comfort with public speaking. Writing skill set to summarize/convey CRA rules/guidance into MFB, training, etc.
Critical analysis and reasoning skill set to assist with CRA goal and KRI creation, data collection, and an ability to creatively identify activities as CRA eligible that may not often be seen as CRA. Comfort in reviewing detailed regulations and guidance, compare to banking practices, and develop strategic recommendations. Risk assessment experience to prioritize risk exposures.
Bachelor's degree in Business, Economics, Statistics, Accounting, Data Base/Computer, or Social Science
