Our client is seeking a Senior Manager, Corporate Health & Safety to plan, implement, provide oversight and ensure compliance with Company Health and Safety standards and elements of the OSHA Health and Safety Management Regulatory Standard. Drive continuous improvement in the Health and Safety Program and reduction of incident rates. Ensure consistent application of Company policies as well as State and Federal laws and regulations at Company owned and operated facilities.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Plans and implements health and safety policies and procedures, ensuring the Company is compliant with all health and safety regulations and standards.
  • Ensures that all safety issues are addressed and Company staff is properly and adequately trained in health and safety operating procedures.
  • Tracks changes in OSHA regulations to facilitate compliance and ensures OSHA standards, record keeping and reporting requirements are met at all times.
  • Provides oversight of the following programs for all facilities: occupational health and safety, occupational health and safety training, occupational health and medical surveillance, industrial hygiene, security, and emergency response program.
  • Reviews inspection reports and assists facilities in closing compliance gaps.
  • Provides oversight to life critical work practices including permitting programs (e.g. hot work and confined space entry) and energy control.
  • Develops and reviews company-wide safety policies and plans and implements programs to train managers and employees in work place safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment and other materials.
  • Represents the company to governmental agencies, the public, and trade/professional associations.
  • Establishes, oversees and tracks health and safety performance standards and measures and recommends program improvements.
  • Prepares compliance audit schedules and coordinates audits to ensure compliance with all related and pertinent regulatory agencies.
  • Serves as network lead for OEMS Safety, Security and Emergency Response element.
  • Leads development and execution of corporate wide Health and Safety Special Emphasis initiatives as part of the various technical networks.
  • Participates with industry peers in Health and Safety networking activity and disseminates learning from significant industry safety events and develops appropriate action plans for prevention of similar events at assigned sites.
  • Oversees facilitation of Health and Safety Site OEMS assessments and audits and assists in the development of gap closure plans and initiatives on the basis of findings.
  • Interfaces with the HR Department to ensure all required regulatory employee Health and Safety Training is identified and completed, and implements additional training beyond compliance as needed to address Health and Safety problem areas.
  • Reviews employee feedback on Health and Safety related issues.

Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

EXPERIENCE:

A minimum of 10 years of safety and health experience in petroleum refining, pipelines, terminals and/or oil & gas industry, with at least five (5) of those years in a management position is required. Level will be determined by candidates knowledge, skills and experience.

EDUCATION:

A minimum of a Bachelor's Degree in Safety, Engineering or related field is required.

PREFERRED EDUCATION:

A Master's Degree.

REQUIRED SKILLS:

Ability to lead and direct the work of others. Ability to provide leadership and direction and set expectations for a wide group of employees without direct line reporting. Ability to influence people outside of direct reporting structure. Strong interpersonal skills. Expert knowledge of laws, pronouncements and regulations pertaining to health and safety operations. Working knowledge of Microsoft Office products. Working knowledge of science, basic refinery operations, and maintenance and engineering practices. Ability to perform intermediate to advanced mathematical calculations; strong reading and writing skills and ability to effectively communicate with others, both verbal and in written communication. Advanced leadership and technical proficiency and professional competence. Goal-oriented. Ability to initiate changes and maintain balance of Business Line customer needs in an environment of governmental regulations. Excellent planning, organizational, leadership, and analytical skills; and ability to present publicly.

PREFERRED SKILLS:

Certified Safety Professional, Certified Industrial Hygienist or Professional Engineer. Advanced working knowledge of all aspects of Health and Safety Management, Incident Investigation (RCA) techniques, and other training focused in areas of responsibility.

SUPERVISORY/MANAGERIAL RESPONSIBILITIES:

Manages exempt-level, corporate-wide safety specialists. Provides indirect leadership to various networks including safety managers, refinery fire chiefs and occupational healthcare providers.
