Job Summary :   Responsible for all day-to-day contract and subcontract administration aspects of contracts with governmental and commercial entities to include proposals, contract modifications, and Statement of Work changes. Responsible for all contracts functions including analyzing request for proposals, proposal preparation, negotiations, contract administration, contract close-outs, contract review and support of costing efforts. The Contracts Manager will direct and control the provision of effective contract services to the company and provide advice to managers and the executive team on contract requirements.   Essential Duties and Responsibilities : Contract Management  

  • Provide timely and accurate billing statements to customers and participate in meetings with customers as necessary
  • Assist with calculating yearly labor rates and incurred cost reporting
  • Analyze contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures
  • Fulfill all proposal/contract action reporting requirements
  • Act as contract liaison between the company and Government Contracting Officers, prime contractors, and ForceX subcontractors, while exhibiting ForceX values and high levels of customer service with each interaction
  • Communicate contract requirements to ForceX management and technical teams
  • Assist ForceX contractresponsible employees with contractor and subcontractor problem resolution
  • Assist with DCAA audits by providing relevant, accurate, and timely data and files to support ForceX operations
  • Ensure ForceX contracts are updated as Prime contracts are updated with required follow-down Defense or Federal Acquisition Regulations (DFAR/FAR) and Agency FAR supplements clause changes
  • Ensures fully executed prime contracts, subcontracts, and associated modifications are disseminated to appropriate departments within the company
  • Obtain as required, risk management, legal and financial advice as reasonably required in the various stages of acquisition and execution of contracts and other agreements
  • Oversee placement of subcontracts in accordance with ForceX policy and procedures, applicable laws and regulations, customer requirements, and sound business judgment
  • Perform full range contract administration, monitoring customers, suppliers and company contractual compliance through contract closeout
  • Provide guidance and make recommendations to management and staff on contract interpretation and contractual issues, including evaluation organizational conflict of interest issues
  • Respond to inquiries regarding contracting obligations and revisions
  • Responsible for the establishment, negotiation and administrative management of wide range of business commitments and agreements from initiation of acquisition to closure and final settlement
  • Review contract related correspondence, distributing and requesting action as appropriate
  • Review and analyze contract documents to determine ForceX  obligations, ensuring all contract terms and conditions are met and any problems are identified and resolved in a timely manner to the benefit of the customer and ForceX
  • Analyze new DFARS and Agency FAR supplements for potential impact on ForceX
  • Assure appropriate reviews and approval processes are accomplished; recommending contract or other action approvals. Draft documents supporting or advising management personnel or CFO and documenting the contract file regarding corporate contract decisions
  • Insure appropriate documentation is secured and available for follow-up activities on that and future related agreements
  • Maintain Central Contract Registration (CCR) and Online Representations and Certifications Applications (ORCA) records for ForceX
  • Prepare and submit cost proposals for additional efforts under on-going contracts including wage increases which result from revised DOL area wage determinations
  • Request equitable adjustments and initial preparation of claims against the Government
  • Actively participates in Contract Compliance Review Program as a permanent member of the team
  • Attend seminars and classes as necessary to keep up with CFCM credentials and to obtain current knowledge
  • Maintain all contractual documents
  • Keep track of contract funding
  • Coordinate proposal process, review and submit proposals
  • Review and send Rough Order Magnitude (ROM) reports
  • Properly close out all completed job orders through WAWF
  • Provide Program Managers with monthly contractfinancials
  • Required to perform other appropriate duties as requested, directed or assigned

  

Qualifications

Education and Experience:

  • Bachelor’s Degree with 10 years contracts experience, MBA or JD with 8 years’ experiencedesired
  • Background in contract law
  • Computer experience, including data entry, word processing, and spread sheet capabilities
  • Experience with Microsoft Office Suite
  • CFCM, NCMA or CPCM credentials preferred
  • 5 years of experience with FAR, DCAA contracting and auditing requirements

  • Ability to interface with US Government and company representatives, leaders and managers in a productive, partnering way
  • Working knowledge of CCR, Past Performance Systems, ORCA and relevant DoD tools for acquiring information necessary to complete work
  • Understanding and ability to apply FAR and CAS requirements as they pertain to contract execution
  • Ability to make key decisions timely and effectively
