Interprets the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations (DFAR), applicable supplements, contract terms and conditions.  Maintains a complete and current understanding of those regulations in order to administer contracts between Materion Precision Coatings and its customers in a timely manner.

Performs contract review and manages contractual flow down requirements for quotation and sales order generation. 

Coordinates the preparation of major contract proposals through extensive verbal and written communication.

Completes and maintains Small Business Plans and complies with contractual and Federal requirements.

Assists in the interpretation of Federal Regulations pertaining to exportation of services, products and agreements.

Responsible for timely compliance with government regulatory requirements and certifications.  Functions as liaison between appropriate personnel within Materion and the regulatory agencies.

Supports Materion Precision Coatings personnel by providing regulatory guidance, updates and training as necessary.

Works closely with Engineering for specialized contracts and project management by communicating contract requirements.

Acts as a subcontracting manager, ensuring flow-down requirements, for contracts placed with outside parties.

Works with corporate Accounting to support costing analysis and government cost and pricing data requests.

Provide government contracting and compliance assistance to other Materion business units as required.

As needed, supports Research & Development and Process Engineering groups for confidential and highly confidential contracts.


Export Compliance / International Contracts Management

Assures compliance with all applicable U. S. export control laws and regulations as it relates to Materion’s international and domestic accounts. 

Follows established Materion export compliance program and procedures.

Determines the export requirements during request for quote and purchase order/contract review and order management.

Analyzes customer inquiries  (i.e. material specifications, dimensions, drawings, program, terms and conditions & other requirements) for export control purposes.

Makes recommendations or requests additional information as needed to properly vet the inquiry.

Determines the appropriate U.S. Government export jurisdiction and classification for all products and services.

Includes working with Applications Engineers to establish with Department of Commerce ECCN/CCL category or which Department of State USML category is most applicable to each product.

Performs end use review and verification of products and services

Determines export licensing requirements for technical exchange and/or shipment of product

Submits all applications for product classification requests, export licenses, Technical Assistance Agreements (TAA) & subsequent follow-up, tracking, communication and maintenance of the records.

Screens inquiries, orders and all parties related to international transactions against U.S. and other government restricted parties lists.

Obtains confirmation of shipment and license requirement acknowledgements,

Maintains complete and thorough records of all export compliance activities, statuses and results.

Works closely with Inside Sales, Manufacturing, Engineering, Quality Control/Assurance, Legal, Accounting, Finance, and Shipping/Receiving, and other departmental personnel as appropriate.

Communicates export compliance requirements as it relates to specified orders and customer requirements

Supports Materion Precision Coatings personnel by providing regulatory guidance, updates and training as necessary.

As assigned, communicates requirements to internal and external customers pertaining to Materion’s export compliance policies and procedures.

Provide export compliance direction and assistance to other Materion business units as required.

Keeps abreast of U.S. regulations (DOC, DOS & others) pertaining to the control of products offered by Materion Precision Coatings.

Assist in the coordination of logistics between Shipping, Carriers and customers.

Bachelor’s degree in Business Administration, Accounting or related Engineering/Science degree with a minimum of six (6) years of experience directly related to government contracting. 

MBA or JDpreferred.

Thorough knowledge and a demonstrated ability of correct interpretation and execution of:

Federal Regulations as they apply to government contracts (FAR, DFAR, DPAS, etc.).

U.S. export control laws and regulations, with a special focus on the Department of State and Department of Commerce regulations as applicable to the Precision Coatings products and services. 

Demonstrated skills in cost and pricing analysis.  Knowledge of U.S. Government Cost Accounting Standards (CAS) preferred.

General understanding of a manufacturing environment

Must be or have the ability to become an Empowered Official who can sign export license and agreements with the U.S. Department of State. 

Candidate must be a U.S. Citizen or be a lawful Permanent Resident of the US.
