Under the direct supervision of the Business Operations and Support (BOS) Director, Access and Eligibility Services (AES), the Director III performs highly advanced leadership and managerial functions by providing direction and guidance in programmatic contracting operations; strategic operations and planning; program contract development; and process improvement of a contract team within BOS. Work involves establishing strategic goals and objectives related to program contract development and management; establishing schedules, priorities, standards, tracking and measurement tools for determining progress in achieving established goals; accountable for completing tasks/projects on time while coordinating across AES and HHSC divisions; developing policies; reviewing guidelines, procedures, rules, and regulations; coordinating and evaluating program contract activities; and reviewing and approving program contract budgets and expenditures. Plans, assigns, and supervises the work of others. Develops and maintains relationships across divisions and agencies to ensure program, project, and contract activities are collaborative and coordinated with impacted parties. Remains current on all procurement and contracting policies and procedures as determined by Procurement and Contract Services (PCS) for the HHS Enterprise. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (40%) Manages assigned program contracts varying from multiple, short, small, well-defined projects to very large, division-wide multi-year initiatives which may produce sub-projects. Applies principles of contract management to perform program contract planning work; alternatives analysis, risk analysis/management; change management; program contract quality oversight; program contract tracking, reporting, and preparation and completion of associated documents. Provides leadership to multi-disciplined cross-functional teams across the division, including, quality assurance staff, contract managers, and contract technicians. Provides oversight and accountability to all program, project, and contract activities conducted by assigned team, including but not limited to managing, preparing, and approving team assignments and work schedules to accomplish goals, objectives, and tasks for management of assigned program(s), project(s), and contract(s). Develops and oversees performance expectations of team to ensure projects and contracts are completed in a timely, efficient, and effective manner and in accordance with state and federal law. Serves as contract negotiations lead for assigned contracts. Presents information to potential contractors during Vendor Conferences, and as needed during the procurement process per HHSC PCS policy. Facilitates on-on-one and group meetings and assures meeting notes are recorded and archived. Develops relationships across divisions and agencies to ensure program, project, and contract activities are collaborative and coordinated with impacted parties. (35%) Develops contract management objectives consistent with management direction; develops contract performance standards; evaluates team and contractor operations; monitors and reports contract performance and compliance. Analyzes and compiles management information reports and program, project, and contract project status reports for assigned team. Ensures and maintains a very keen watch on contractor key performance requirements, and reports issues in an expeditious manner in accordance with BOS process. Plans, develops, implements, coordinates, monitors, and recommends policies, procedures, processes and problem resolution, and corrective action plans associated with assigned programs, projects, and contracts. Confers with management to define program, project, and contract scope; and advises management of the status and progress of programs, projects, and contracts. Remains current on all procurement and contracting policies and procedures as determined by PCS for the HHS Enterprise. (10%) Identifies areas of needed change and improvement through employee performance management. (5%) Develops standard operating procedures in accordance with HHSC contracting policies. (5%) Responsible for providing information to auditors for various audits. Reviews the results of internal audits, state auditor reports, CPA audits, federal statewide single audits, as well as related to state procurement and contracting laws and regulations; and provides direction and guidance to management and program, project, and contract teams on related audits. (5%) Participates in agency workgroups as assigned.
Knowledge Skills Abilities:
Knowledge of contract project management techniques. Knowledge of local, state and federal laws relating to contracts and program, project, and contracts, including but Comptroller of Public Accounts program, project, and contract processes, HUB rules, policies and procedures. Knowledge of the principles and practices of public administration. Skill in effective presentations to the general public regarding HHSC program, project, and contracts and in preparing reports and demonstrated excellent written and oral communication skills. Skill in business analysis. Skill in problem-solving, conflict resolution, and negotiation. Skill in working collaboratively and cooperatively with colleagues. Ability to develop and evaluate policies and procedures, prepare memorandum and documents, plan, assign and supervise the work of others. Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) is preferred and required within 12 months.
Initial Selection Criteria:
Must have graduated from an accredited university or college with a bachelor's degree in business management, project management, or a related field. Applicants without a degree may substitute state governmental contracting and/or management experience on a year for year basis. In addition to education or an equivalent of four (4) years of experience in state governmental contract and/or management experience, must have experience in state of Texas government purchasing and contracting, Community Supports program (long term care programs), or contract development and processing. Must have experience in leading a project team of multi-disciplined, cross-functional team members in program, project, and contract projects or projects requiring cross-functional resources. Must have experience leading, participating in, and supporting continuous improvement activities.
