Michael Baker International's Construction Services staff supports clients by acting as their trusted on-site agent through all phases of construction, from pre-design to close-out, by providing qualified construction managers, inspectors, constructability reviewers, schedulers, estimators and safety experts. As new technologies evolve throughout the construction industry, innovative ideas are required to maintain and deliver successful construction projects.

Construction Services Manager - West Palm Beach, FL

The Construction Services (CS) Manager will lead our CS Group in South Florida, manage our construction quality assurance program, pursue CE&I opportunities and further develop a world class group of construction experts. The Construction Manager is responsible for the overall management of project Quality Assurance staff, such as Office Engineer, Contract Support Specialists, Quality Assurance Technicians, Materials Sampling & Testing Personnel, and Project Controls Specialists. The Construction Manager monitors contractor activities for compliance with the contract document, maintains daily records of construction and quality assurance, ensures that all materials incorporated into the project are acceptable per specification, and provides construction management support services to the project Owner, such as federal compliance, schedule review and analysis, and cost estimating.

The primary duties of the Construction Manager are as follows:

  • Provide corporate oversight to QA/OVF team on behalf of Michael Baker;
  • Develop and implement the Construction Quality Management Plan;
  • Develop, implement, and improve upon Construction Quality Assurance Procedures;
  • Manage a group of professionals to represent project Owner and ensure contractual compliance by contractors;
  • Coordinate with Project Owner on a daily basis while maintaining maximum professionalism;
  • Read, understand, and apply contract documents such as plans, specifications, and contracts;
  • Assess project needs and schedule and develop staffing plan according to scope of services;
  • Provide claims analysis and support;
  • Provide change management analysis and support;
  • Ensure that project records are being kept up to date and consistent with approved quality procedures;
  • Observe contract activities and verify compliance with contract documents;
  • Oversee a quality inspection, sampling, and testing program to ensure adequate testing and inspection frequencies are being met according to applicable specifications;
  • Audit performance of team to ensure compliance with procedures;
  • Maintain accurate project records and ensure documents are distributed according to document management protocols, and archived in appropriate document management system;
  • Generate Non-Conformance Reports and oversee implementation of Corrective Action Recommendations;
  • Review project schedule on regular basis and provide analysis;
  • Coordinate with contractor for required testing, sampling, and inspections;
  • Attend and/or coordinate meetings and maintain accurate meeting records;
  • Support audits by Project Owner or other Agencies Having Jurisdiction;
  • Review/Approve contractor payment requests and schedule updates;
  • Ensure contractor compliance with environmental permits;
  • Verify contractor compliance with contract requirements such as EEO, Certified Payrolls, Davis Bacon Wages, OJT Programs, and DBE program commitments;


  • Four-year degree (BSCE preferred)
  • 10-15 years of experience including extensive construction management and inspection experience on transportation and/or municipal projects including, highway, bridge, water and waste water
  • PE license in FL preferred
  • A valid driver's license and good driving record
  • Experience with Scheduling, Cost Estimating and Value Engineering
  • You will need computer skills to write reports, evaluate schedules, provided cost estimates and other calculations
  • Language skills, written and verbal, are required in this role. Additionally, you will need to make presentations to industry groups, clients and others
  • You will need to be able to traverse construction sites and be outdoors in various climates.
