Knowledge and understanding of principles and practices of highway and bridge construction. Knowledge and understanding of project controls, including CPM Scheduling, cost estimating, constructability reviews, contract administration, and claims analysis. Ability to read and interpret construction plans and specifications. Ability to communicate both in writing and orally. Minimum of 10 years' progressive experience managing construction projects, including 2 years of supervisory experience.

ESSENTIAL FUNCTIONS OF THE JOB: Review construction plans and specifications. Prepare and negotiate contracts, contract revisions and changes. Evaluate construction methods and make recommendations to most cost effective and efficient means of performing work. Prepare, monitor and manage construction budgets. Inspect the work of contractors to determine compliance with contract plans and specifications. Review and analyze project schedules. Ability to maintain and update project schedules. Prepare monthly project reports. Supervise the work of junior project engineers and staff engineers. The ability to write proposals, supervise staff, business development is a must. This person may be assigned as a CM or PM on various projects including VDOT, Loudoun County, PWC, MWAA etc.

Requirements PE Preferred. Degree in engineering or construction management. NICET, EIT or other professional/technical certification and registration a plus. Understanding of VDOT policies and programs required.
