VDOT is seeking a Computer Systems/Network Administrator who will provide engineering, technical support, systems analysis, operational management, security, and operational effectiveness evaluations of the existing traffic management and associated systems. As well as, maintain, modify and oversee the operation of multiple critical traffic management computer systems.
Core responsibilities include:
Technical Operation Management – Monitor and manage the overall technical operation of existing traffic management systems (TMS) by evaluating hardware, software and network performance. Evaluate operating system error logs and take corrective actions. Evaluate database system logs and perform corrective action and performance tuning. Monitor TMS computer network traffic volumes utilizing performance management software and make corrective action to maintain network performance. Optimize data exchange between geographically separated TMS computer systems by closely managing multiple high-speed data communications circuits. Oversee and administer multiple large scale web servers providing TMS traffic flow graphics and video images to the Internet and VDOT Intranet.
Software Development – Evaluate, develop, modify and implement large distributed relation databases, TMS computer systems security, data protection and user policies and systems software to meet TMS computer system needs. Perform system analysis and software modifications on TMS computer systems, COTS, and custom software for multiple micro computer systems. Design, manage and monitor multiple TMS system wide distributed SQL databases and multiple operating systems. Design, develop and maintain a system wide maintenance and defective equipment database. Develop and administer computer systems control and management software and policies. Develop and maintain operating system control and management software and policies and control scripts. Develop and monitor system wide backup policies and operating systems user security privilege tables. Develop, oversee, and conduct system wide data backups and verifications. Develop, implement, and test computer disaster recovery procedures.
TMS Computer Systems Hardware – Oversee the design, implementation, modification and integration of new TMS computer systems hardware components and systems to upgrade or replace TMS computers. Design and prepare plans, specifications and cost estimates for new TMS computer systems and existing upgrades. Evaluate TMS computer system capabilities to ensure current and future technical adequacy. Design and develop Internet web servers to meet customer data dissemination needs. Develop and conduct risk analysis studies on all modifications and new acquisitions of TMS computer system hardware and software to identify and eliminate public risk and adverse operational impacts. Complete top down systems analysis on all TMS computer systems design. Calculate new hardware and software acquisition and extended maintenance costs. Calculate, evaluate, and verify computer systems input and output bandwidth, network bandwidth, and CPU workload requirements.
Documentation and Training- Review and approve consultant and VDOT prepared plans, specifications, and software design documents and perform administrative and management duties. Review plans and specifications to determine accuracy, completeness and compliance with design specifications and codes. Review and approve software design documents. Prepare technical correspondence and reports. Direct installations and maintenance and instruct personnel in the use of computer networks and related equipment. Serve as technical advisor on matters related to computer software, hardware, and systems design and operations.
Position Specific Core Responsibility:
System Troubleshooting – Monitor and manage electrical/mechanical SCADA systems and associated networks. Examine technical problems. Provide basic PLC and HMI troubleshooting. Perform minor changes and upgrades to HMI and PLC systems screens. Perform system analysis and software modifications to PLC based systems.
Cybersecurity – Implements information security standards, guidelines and procedures. Provide integration and implementation of computer system security solutions.
Documentation and Training – Maintain IT security controls documentation. Prepare technical correspondence and reports. Prepare documentation and training materials and aids for various computer systems, PLC systems and networks.

VDOT is an emergency response agency, therefore you will work outside of normal work hours during emergency operations when services are needed.Minimum QualificationsYou are minimally qualified if you have:
Knowledge of computer systems engineering to include real time operating systems and real time process control design and maintenance. Knowledge of database administration, LAN and WAN design and management, and web server operation and management. Knowledge of the design and management of traffic management systems and systems security and data protection. Ability to modify computer systems hardware and software. Ability to gather and analyze data and prepare reports. Ability to communicate effectively orally and in writing with internal and external customers. Ability to develop, interpret, and apply policies and procedures. Skill in the use of computers and web-based applications. Experience in design, operation, and management of real time data acquisition systems.
Position Specific Minimum Qualifications:
- Experience in network design and troubleshooting.
- Knowledge of Cybersecurity principles.
- Experience with firewalls.
- Knowledge of IP based network architecture and management tools.
- Knowledge of PLC, HMI and computer programming.
Preferred QualificationsBachelors degree in Electrical Engineering, Computer Science, or related field preferred; equivalent experience or training may substitute for degree.
Experience in design, operation, and management of real time data acquisition systems.
