Job Description

Under limited supervision, is responsible for the engineering, management and support of a complex multi-tiered, interdependent server ecosystem, focusing on delivering quality system services to the business. Performs all operational functions for deployment, including design, installation, capacity planning, upgrades, configuration, patch management and backups of vital services to provide high availability, high performance and highly secure service implementations. Ensures systems meet industry standard best practices. Coordinates closely with HIT functional teams and users to ensure the best possible user experience.

Provides systems administration technical expertise in support of network, communications and core business functions. Evaluates end user needs, goals, budgets in conjunction with application parameters to define overall system requirements and technical design. Relies on extensive knowledge and professional discretion to achieve goals.

Evaluates existing systems and designs/flowcharts proposed systems. Installs, monitors and manages servers and customer end-points, resolves issues as needed. Installs system and application patches and performs system backups and recovery. Monitors system configuration and manages log files. Develops user guides, technical procedures and technical architecture documentation.

Designs, installs, and maintains data storage systems and relevant supporting documentation. Resolves issues related to data storage systems. Generates usage reports for submission to leadership. Implements efficient and reliable backup and disaster recovery processes.

Ensures system security through proactive security patch management. Collaborates with Information Systems Security Officer to ensure implementation of industry best-practice system architecture.

Designs, implements and maintains organization’s email system. Establishes user accounts and security guidelines, tracks server performance and provides tier 2 resolution for issues. Monitors existing messaging infrastructure and usage, optimizes system to ensure quality user experience. Documents internal policies or develop training for end-users. Ensures the consistency and compatibility of all messaging applications.

Identifies database requirements by interviewing customers and analyzing department applications, programming, and operations. Makes recommendation on potential solutions by defining database physical structure and functional capabilities, database security, data back-up, and recovery specifications. Recommends optimal user access techniques. Coordinates installation requirements. Ensures optimal database performance by calculating most efficient values for database parameters; implementing new releases; completing maintenance requirements; evaluating computer operating systems and hardware platforms.

Performs other duties as assigned.

Required Skills

Knowledge in Cloud Design and Virtual Desktop Infrastructure.
Knowledge in multi-tiered SAN, NAS and direct-attached SAS including ISCSI, FC and Ethernet protocols.
Knowledge of multiple operating systems to include mobile devices.
Knowledge in networking technology, security guidelines, industry standards and practices.
Knowledge of business operations, maintenance, metrics and goals.
Knowledge in strong problem research and resolution skills.
Knowledge of applicable computer system software programs.
Knowledge of confidentiality rules and regulations and HIPAA Privacy Act.
Knowledge of ITIL v3.
Skill in working in an enterprise, multi-tiered, interdependent environment.
Skill in complex multi-level system design to ensure cohesive implementation.
Skill in managing large complex projects simultaneously to meet mission critical objectives.
Skill in analyzing complex data and developing practical solutions to meet business needs.
Skill in assessing and prioritizing multiple tasks and customer demands with attention to detail.
Skill in customer service concepts and practices while working in a team of teams.
Skill in Industry Standards for Service Lifecycle Design and Management.
Skill in Active Directory design, implementation and system administration.
Skill in demonstrated hardware and software troubleshooting techniques.
Skill in writing system automation scripts to include PowerShell, visual basic or batch.
Skill in establishing and maintaining cooperative working relationships with other employees.
Skill in operating a personal computer utilizing a variety of software applications.

Required Experience

A Bachelor’s degree in computer science or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

Non-supervisory - Five (5) years of progressively complex information technology and system administration. An equivalent combination of relevant education and/or training may be substituted for experience.

Relevant technical certifications (MCSE, CCP, VCP, etc.)

Experience in the Alaska Tribal Health System.

May be exposed to hazardous materials, sharp objects and infectious diseases. Work is performed in a standard office environment and in a study clinic setting.
