Works under the direct supervision of the Chief Compliance Officer for Capital Markets Group (“CMG”) - to ensure implementation of the Commerce Compliance Management System (CMS). Performance of compliance functions include support for CMG, International Banking Group, and the Volcker compliance programs.

Responsibilities:
Provide support for CMG Compliance team and perform elements of compliance testing for all CMG Compliance areas, including: bank dealer securities activities and respective regulatory requirements, interest rate swaps, foreign exchange, trade finance, and the Volcker compliance program

Capital Markets Group:
• Primary responsibility for the performance of compliance testing for CMG activities
• Coordinates with CMG Compliance Manager for any needed updates/revisions to testing procedures and CMG policies
• Develops new tests as needed Participates in compliance meetings with business line management
• Ability to respond to questions from CMG management and registered representatives
• Review of registered representatives outside business activities and personal investment accounts

International:
• Primary responsibility for the performance of compliance testing for the International Banking Group
• Develops and maintain testing procedures
• Develops new tests as needed
• Participates in compliance meetings with business line manager
• Prepares draft quarterly compliance report
• Provides compliance support to management for initial or ongoing development of new or existing business activities

Volcker Compliance Program:
• Provides primary support for Volcker Compliance Program including:
o Assists with updates to related policy and procedures
o Assists with required Annual Progress Report to regulatory agencies and Board of Directors
• Supports coordination efforts and participates in Volcker Committee meetings:
o Prepares meeting materials and agendas
o Prepares draft minutes and manages open issues and follow-up items
• Assists with Quarterly Compliance Reports

Additional General Duties:
• Responds to business line management questions, inquiries, and/or follow-up items
• Performs independent research and review of new/revised regulations and monitors notices, enforcement actions, and interpretive guidance for impact to CMG, International, and Volcker compliance programs and requirements
• Provides support for regulatory examinations and internal audits
• Provides additional support/assistance with materials/coordination for:
o CMG investment product review committee meetings
o Other committees or group meetings as needed
• Coordinates and provides support for compliance management/tracking of CMG continuing education requirements for registered representatives
• Coordinates and provides support for development and maintenance of CMG training programs and modules
• Cross-trains with CMG Compliance team for business continuity and back-up purposes:
o CMG Surveillance Principal and CMG Compliance Manager
• Provides support as needed for CMG Compliance team’s projects and goals

Work Hours: Monday-Friday (8:00am-5:00pm)

Experience: 5+ years investment compliance related experience, or regulatory experience

Education: College degree required

Preferred applicants will have:
Securities licenses/registrations – required or willing to obtain:
• Series 52 (Municipal Securities Representative)
• Series 53 (Municipal Securities Principal)
- Bloomberg experience preferred.
- Good writing and interpersonal skills.
