The Air Force Civilian Service (AFCS) is looking for full-time The Air Force Civilian Service (AFCS) is looking for a full-time, GG-0343-15, Commercial and Economic Program Analyst at Joint Base Anacostia-Bolling, Washington, D.C.

Up to 20% telework

Salary Range: $ Salary: $167,446- $197,200

The primary purpose of this position: Is to establish and lead the strategic vision for our market-based and economic analytic efforts. The ideal candidate will be a "player-coach" who can see the bigger picture-aligning with Department of Air Force (DAF), Secretary of the Air Force's Office of Competitive Activities (SAF/OC), and OCEA goals. The candidate serves as the leading authority for commercial and economic assessments of DAF equities, and their interaction with the commercial sector, requiring the ability to effectively present findings and solicit action from stakeholders.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Qualifications/Requirements:

U.S. Citizenships Required.

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Bachelor's in finance, Economics, or Analytics from a leading university; advanced degree preferred. Experience in Corporate Finance, Equity Research, Business Valuation, Geoeconomic Analysis, or Geopolitical Analysis is also preferred.

Education and/or expert level of experience within the Program Management field, as it applies to R&D projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.

Comprehensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities.

Expert knowledge of acquisition policy and guidance, and the role risk plays throughout a weapon systems lifecycle, acquisition intelligence analysis mission and strategy, and roles and responsibilities of risk management offices in support of USAF research laboratories, acquisition program offices, and lifecycle management, nuclear, sustainment, and system testing enterprises.

The incumbent must be able to analyze information and data, and assess progress of programs, projects, and processes; identify areas needing emphasis, and thus provide guidance and leadership in implementing effective methods to task support work, resolve problems, correct deficiencies, evaluate support to management and assure that the management's objectives are being met.

Knowledge and understanding of administrative and management principles, practices, methods and technique, and skill in integrating those services with the general management of the organization.

Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.

Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
