The CW Business Analyst/Subject Matter Expert (CW BA/SME) is responsible for providing Child Welfare expertise to the project team. The person in this position will provide Child Welfare business function expertise and will provide understanding of child welfare roles and staffing patterns in order to inform other project activities. Additionally, the CW BA/SME will guide, support, participate in and review the work of project team members to assure documentation and understanding of current business processes is accurate, and that identification of future business needs is correct and appropriate. He/She will also be required to produce documentation as required for the project.
The CW BA/SME, along with others on the project team, will provide business services, including requirements management, business engineering, system configuration, testing, deliverable review, and implementation support as needed. The CW BA/SME acts as a liaison between the client, vendors, and project management teams by planning, conducting, and directing the analysis of complex, strategic Child Welfare business problems to be solved with new, automated systems.
Additional duties may include:
Assist the Project Manager with project startup activities.
Plan and lead all requirements sessions and lead the review and approval of all requirements documents, including Traceability Matrix.
Implement process and procedures to update and maintain requirements, including process for validating State approval for changes or additions to requirements
Document the current business needs and functions of the State as well as projecting future business needs based on the State’s strategic plan and input from State stakeholders
Contribute to the design of the new CCWIS systems by analyzing requirements, constructing workflows, reviewing system capabilities, and writing specifications
Contribute to the project teams overall understanding of business requirements for the CCWIS
Generate reports regarding status of activities and facilitate communication efforts; compile and maintain project documentation and participate in maintenance of the issues log
Facilitate communication between the technical team, other Subject Matter Experts, program staff, and Business Analysts in the areas of policy and program rules.
Ensure activities meet targeted dates and goals
Ensure that all project identified processes and methodologies are executed and followed as applicable
Work with the Project Coordinator to develop the Requirements Change Control Process
5 years state CCWIS Program experience
2 years Business Analyst Experience
Child Welfare DDI Experience – Minimum experience with one (1) project

Ability to analyze and resolve difficult logic and processing issues
Effective verbal and written communication skills, including the ability to write meaningful reports and plans
Ability to communicate difficult concepts to technical and non-technical staff
Ability to communicate succinctly and accurately in written and verbal English
Ability to work effectively and efficiently under strict timelines
