Job Profile Summary

This senior management position serves in an executive capacity for overall planning, operation, and evaluation of the college's districtwide financial management services, business services, and resource management programs. Provides leadership in driving margin, innovative delivery and monetizing of assets (within a highly regulated environment), while ensuring the college's mission-driven culture remains uncompromised. Excels in strategic internal and external communications, strategic planning, and in business strategy. Maintains current knowledge of trends and developments in all relevant fields under scope of authority and provides overall leadership and vision for the direction of division within the broad context of the college's mission, college-wide goals, initiatives, district administration, and the education master plan.


The Chief Financial Officer collaborates extensively with all campuses, other college divisions, and internal and external constituents. Works very close with the college's Provost and Senior Vice President of Academic Affairs & Student Services. Represents the college in various civic, community and professional organizations at the local, state, and national level as required. Provides executive leadership, maintains the highest standard of ethics and exhibits the behavior and characteristics as defined in the employee development master plan and college's vision statement in the performance of duties.


The Chief Financial Officer reports to the President and works closely with senior leadership to provide timely financial and operational recommendations based on anticipated outcomes and historical trends. Empowers direct and indirect reports to achieve priorities and expectations.

This position directly supervises 6 full-time employees plus indirect supervision of 80-90 full-time employees.

Minimum Education:


  • Bachelor's Degree required; Master's Degree preferred.

Minimum Experience/Training:


  • 15 or more years of relevant experience including 10 or more years of management/leadership experience in large, public, or higher education institution. Leadership experience in Financial Aid, Procurement, and Public/Private partnerships preferred.

Minimum Certification/Licenses:


  • CPA preferred

Essential Functions:


  • Daily - 10%: Provides senior management level direction and administration in fulfilling the mission of the college as such relates to the district-wide financial management services including but not limited to budget, payroll, accounting, bursar, financial aid, tax, and financial systems support procurement and College DSO's.
  • Daily - 10%: Provides senior management level direction and administration in fulfilling the mission of the college as such relates to the district-wide business services and resource management program within all applicable policies, statues, and regulations.
  • Daily - 10%: Responsible for staff management, including recommendation of staffing, hiring, termination and discipline, setting performance standards and evaluating staff.
  • Daily - 5%: Maintains a broad level of understanding of current budgeting issues and funding formulas in higher education, specifically in the state of Florida.
  • Daily - 10%: Provides senior management with on-going forecasts of operating revenue and expenditures, and the resulting institutional operational impact
  • Daily - 10%: Participates in the evaluation and formulation of college policies, procedures and long-term programs that require thorough analysis of comprehensive data.
  • Other - 10%: Directs the preparation and administration of the college budgets, cost analysis and other financial, administrative, and business affairs reports.
  • Other - 10%: Oversees all Treasury Services of the organization. Develops and maintains relationships with various financial institutions. Provides strategic advice and recommendations to optimize investments of financial capital.
  • Other - 10%: Proactively provides timely analysis and recommendations to senior staff to improve financial and operational performance of the college and identify possible opportunities for growth, cost savings and identify areas in need of improvement.
  • Other - 5%: Serves as a senior liaison to external entities. Represents the college at various state-wide meetings, effectively communicating the colleges position on various financial matters and interpreting new federal and state regulations and the impact of those on the college
  • Annually - 5%: Oversees the college wide annual financial audit and the bi-annual operational audit conducted by the Florida Auditor General.
  • Other - 5%: Plans, develops and implements large financial projects, initiatives and implementations.
