As the Chief Estimator for our Water Group in the Texas Operating District, you will lead, plan, coordinate, and supervise the estimating efforts for the Texas District. You and your team will be providing technical and administrative direction to insure corporate objectives are met.


  • Manage and administer department functions including operating budgets, staffing, wage reviews, work assignments, performance evaluations, etc
  • Advise corporate and district management group when determining what types of projects to bid, strategies and techniques
  • Perform Risk and Contract Management responsibilities as required
  • Organize estimating team to prepare bids, select vendors and/or subcontractors and determine cost effectiveness of projects to be bid
  • Delegate review of project and appropriate regulations required to construct the project to meet affirmative action requirements and minority participantion requirements
  • Supervise and review work of assigned staff to ensure accuracy and completeness
  • Coordinate and review schedules of projects being estimated
  • Review total estimate of all projects to ensure accuracy and completeness prior to formal quotation
  • Monitor comparison of historical costs to estimated costs
  • Participate in pre-bid meetings, bid strategy and representation meetings as required
  • Upon project completion, participate in debriefing with estimating, engineering and production teams to discuss positive and negative aspects of the project
  • Delegate and/or monitor record keeping of bid results
  • Conduct performance reviews of direct reports
  • Lead and promote development of creative, innovative solutions to construction challenges
  • Research and promote more effective and efficient estimating methods
  • Chair JV meetings and hand over meetings
  • Manage escrows documents
  • Understands best value approach to winning new work
  • Maintains knowledge of Flatiron’s company values and strategic plan
  • Support published corporate policies
  • Perform additional assignments per management’s direction


  • Bachelor's Degree in a related field from an accredited institution and 15years estimating & cost control related experience OR 19 years related experience if no degree in a related field.
  • Construction, design, finance and management experience in the Water / Wastewater sector is required
  • Expert knowledge of HCSS Heavy Bid Estimating or similar Software
