Job Description : This position is for the Chief Engineer supporting all Dallas activities within Applied Research (AR). This person will perform both technical and programmatic oversight duties covering a very broad range of technologies. These technologies include, but are not limited to: guidance and control, aerodynamics, modeling and simulation, 2d/3d image processing, data processing, networking/communication, low cost manufacturing, advanced materials, propulsion, RF, RF Directed Energy, electronic attack, ECM/ECCM, advanced lethality, non-lethal effects, data-links, electronics, power and energy technologies. The position is responsible for supporting the program areas in meeting all commitments including technical performance, schedule, and cost for both internal (e.g.: IRAD, B&PE, etc.) and external contractual commitments.

Responsibilities include:
Chairs IRAD reviews and Independent Technical Reviews (ITRs). Ensures that technical standards and requirements are met. Ensures that PDP is implemented and executed. Responsible to TOAR and AR VPs for technical excellence. Pulls together and presents technical summary presentations for AR. Reviews the status of IRAD projects and AR contracts cost, schedule, and manpower needs to ensure they achieve mission success. Implements the technical vision of AR VP and directorate leads. Leverages technologies within AR, MFC and LM to reduce overlap and consolidate efforts. Supports technology studies and the development of technology plans including university and small business plans as needed. Screens IRAD projects prior to submission to BD Director and AR VP. Coordinates with other LOB Chief Engineers to coordinate efforts within LMMFC. Ensures manpower requirements are accurate and meet both business and technical objectives and presents a monthly executive manpower overview. Serves as the technical conscience of AR.

Reviews rewards, recognitions, promotions recommended by programs and forwards on to Section Managers and/or HR for action. Implements strategies and plans to inject new college hires into program areas. Periodically assesses overall job/skills match and suggests possible personnel rotation opportunities to create cross-training of skills. Reviews preparation of engineering portion of proposals and estimates for technical feasibility and viability. Reviews white papers for technical and procedural accuracy before submittal to potential customers. Verifies that technical metrics are collected and reported in accordance with PDP. Prepares technical presentations. May be asked to support and present at customer meetings. May be asked to attend reviews of subcontractors and potential teammates to assess technical competency. Schedules and conducts Independent Technical Reviews as required. Verifies that normal technical reviews are conducted and that the right level of support is provided by applicable entities. Conducts Mission Success, Test Readiness Reviews and Failure Review Boards on assigned programs. Reconciles conflicting viewpoints on best designs in cases of major magnitude of importance and renders decisions. Reviews Facilities plans prior to submittal. Reviews Capital plan inputs prior to submittal

Candidate must have ability to obtain Top Secret Security Clearance.

Basic Qualifications
The successful candidate must have prior leadership experience and be able to manage a highly complex technical project with little oversight. The candidate must be able to take general guidance from Leadership and strategically integrate it into the project's business rhythm. The candidate must be able to manage a budget, forecast resources, and develop close working relationships with associate IPT Leads and functional managers.

At a minimum candidates must have an active 'in-scope' Secret clearance with the ability to obtain a Top Secret clearance.
