JOB SUMMARY:Reporting to the Chief Executive Officer (CEO), the Chief Clinical Officer (CCO) is responsible for leading and managing a comprehensive array of services and programs. Responsible for reviewing, on an ongoing basis, services being offered and develop new programs as needs emerge. Responsible for all activities pertaining to licensure, human rights, human resources, finance, and contracts.
The CCO will inform the Chief Executive Officer, and ultimately the Board of Directors, of all program issues and accomplishments. The CCO will partner with the CEO to ensure that Boley's services meet budgetary goals and regulatory compliance. The CCO will assist the CEO in planning initiatives and in representing Boley at external networks, funder and governmental/ agency initiative meetings and other business meetings as needed.
PRIMARY JOB FUNCTIONS:- Provides effective and inspiring leadership.
- Hires and supervises the directors of the Agency's programs providing treatment and rehabilitation services. Maintains a climate that attracts, keeps, and motivates top quality people.
- Scans for opportunities to grow and diversify programs by networking, involvement in local and statewide organizations, representing the Agency by serving on local, state, and national committees, attending conferences, and reading all pertinent materials.
- Ensures good communication and cooperation among programs and are ASO (Administrative Service Organization) partners (Operation PAR & PEMHS).
- Facilitates optimum communication between management and the Board of Directors & assists in development of Board meeting agendas as requested
- Ensures that programs comply with applicable regulations and policies & meet their contractual requirements; develops and oversees implementation of corrective action plans when necessary.
- Ensures that programs meet their established outcomes, both State outcomes and outcomes contained with the Agency's Outcomes Management Program; develops and oversees implementation of corrective action plans when necessary; oversees yearly revision of program outcomes.
- Oversees preparation for periodic audits and site visits by funding and licensing organizations; is responsible for satisfactory audits and site visits.
- Analyzes all programming opportunities regarding their feasibility for the Agency in collaboration with the CEO.
- As assigned by the CEO, serves as spokesperson for the Agency with funders, both current and potential, to explore ways to increase the scope of services and communicates with external constituency groups.
- Works with the VP of Program Development to design and submit proposals for all program related RFP's considered feasible.
- Participates in the agency's strategic planning process.
SECONDARY JOB FUNCTIONS: - Ensures that evidenced based treatment/rehabilitation approaches are used consistently throughout all programs.
- Develops and monitors policies and procedures to ensure provision of high quality services which comply with regulations and adhere to sound clinical practices.
- Participates in the Agency's Quality Improvement Program.
- Makes presentations to community organizations regarding the Agency's services.
- Co-chairs with the CEO, the Staff and Managers' Advisory Councils.
- Monitor consumer satisfaction with services and involvement with service development and provision; develops and oversees corrective action plans when needed.
- Will comply with Compliance Plan and standards of conduct and report any non-compliance to the appropriate official.
- Will attend all required trainings and complete other duties as assigned.
EDUCATION AND EXPERIENCE:Master's degree in mental health, social work, or other clinically related discipline preferred. Education must be from an accredited school, college, or university. Clinical licensure required.
Minimum of ten years of experience in a management position with significant experience managing multiple programs. Individual must have direct experience in both clinical and rehabilitation services.
Knowledge of administrative management, budgeting, clinical and rehabilitation programs for the psychiatrically disabled, program development, program outcomes, and related.
