Job Description Summary:

Provide leadership across the enterprise for all Investment Recovery operations and services.  This position is responsible for driving the investment recovery strategies, managing the bid process and negotiating the sale of materials and equipment for medium dollar/complexity transactions. The Category Lead supports the company’s strategic direction and assists with building an organization that will expertly execute effective control processes. This position will promote strategic and operational functions of the company-wide volume aggregation and standardization, supplier base optimization, and assist with the development of cost recovery opportunities across all functions. Lead will assist in identifying and implementing best practices in all investment recovery processes. This position builds supportive internal and external relationships within Procurement and across functions. Serve as a role model, technical expert, and coach for colleagues with less experience

Essential Functions:

  • Manages and coordinates operational activities undertaken by contracted Investment Recovery (IR) service vendors
  • Provides contract development, creation, and administration for IR service vendors
  • Leads and supports surplus databases for valued assets tracking and reporting
  • Provides support to positions within the Supply Chain Management functions, not limited to but including Procurement, Material Planning, and Warehouse Logistics
  • Develops and maintains internal and external customer relations with vendors and business partners
  • Executes all Investment Recovery services within the Company; executives IR functions to ensure service level expectations and annual goals are met
  • Identifies and implements new Investment Recovery opportunities that promote environmental stewardship and sustainability
  • Reviews active and inactive warehouse inventory, and execute proper disposition
  • Manages and coordinates processing and marketing activities undertaken by contracted Investment Recovery selected vendors
  • Provides auction/sales opportunities that result in selling of retired, excess, and/or obsolete assets
  • Coaches and mentors Investment Recovery workers in safe, efficient, and regulatory compliant operations
  • Serves as a trusted advisor to client groups - providing expertise and advice on new approaches to sourcing and contract management as well as guidance on compliance with relevant company and public-sector policies and procedures.
  • Engages the business partner to define, analyze, and prioritize requirements with a view to the longer-term business strategy.
  • Stays abreast of scrap metals and general utility market trends, supplier economics.
  • Plans events with business to manage contract end dates and allow for transition.
  • Provides consultation services to the business to resolve contract disputes. When acting in the contract manager role for a contract, will be accountable for all aspects of the contract management lifecycle.
  • Collaborates with Legal to review commercial terms and ensure contracts properly define requirements in Statements of Work (SOW’s).
  • Identifies problems proactively and leads the development of corrective actions to the benefit of business partners.


Technical Knowledge/Skills: 

Requires advanced sourcing and procurement best practice process knowledge, purchasing knowledge, including expertise in the category area and full understanding of purchasing and inventory systems. Also requires strong understanding of contractlanguage terms and conditions. Solid understanding of business/ financial principles.  Strong analytical, problem solving, decision making, and influencing skills. Effective negotiation skills. Also requires strong communication and interpersonal skills as well as the ability to present to different organizational levels. Demonstrated project management and leadership skills, including the ability to manage conflict and encourage collaboration. Advanced MS Office skills (Word, Excel, PowerPoint).


Bachelor’s Degree required.                          


Minimum of eight (8) years related experience. Demonstrated strategic sourcing /procurement experience to include: purchasing, negotiating/drafting contracts, contract management, supplier development and supplier qualification/certification. Prior

experience with commodity and supplier relationship management.  Materials management, warehousing, utility operations and/or environmental regulatory processes also beneficial.  Knowledge of environmental laws and regulations as it pertains to waste and hazardous materials.

Licenses & Certification:

Certified Professional in Inventory Management (CPIM), APICS, Certified Purchasing Manager (C.P.M.), Six Sigma, Lean, Process or Project Management certifications desirable.
