The Program
The California High-Speed Rail program is the first ever high-speed rail system in the U.S.  It will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands.  By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.
The Role


The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team.   As a result, we have an immediate opportunity for a Business Operations Manager to help us in providing outstanding service from the Rail Delivery Partnership, reporting directly to the Director of Program Services within the executive team.  The role will focus on management and improvement, and will liaise with the Budget, Program Controls, and HR Management functions.  The Business Operations Manager will be based at our program headquarters in Sacramento, CA.  The role will:

    Oversee the daily business operations team including program support team, invoicing team, documents controls team and coordinating with human resources team
    Build and execute work plans by reviewing work forecasts, determining productivity requirements, and partnering with other functional areas to balance labor, budget and scope of work
    Develop performance goals, objectives and Key Performance Indicators (KPI), and monitor them to achieve customer promise expectations and ensure accuracy and quality controls
    Maintain and report financial data/statements utilized to strategize with management to improve profitability
    Partner with the management team to establish and maintain quality control standards
    Identify and lead process improvement initiatives
    Devise strategies for improvement throughout our disciplines to improve operational systems, processes and best practices that guarantee organizational consistency
    Travel between regional program offices as required

Job Requirements

The Requirements

    A Bachelor’s Degree in Accounting, Project Management or a closely-related field, with an MBA and an additional qualification in Engineering a definite plus
    At least ten years of experience in the Engineering/Construction industry, of which at least five years gained working on major programs
    Strong project management and leadership skills with the ability to balance multiple, concurrent duties and activities
    Exceptional problem-solving, business judgment and analytical skills, with the ability to make timely and sound decisions
    Versatility, flexibility, and a willingness to work on changing priorities with enthusiasm
    Strong written and verbal communication skills, highly organized and detail-oriented
    Self-motivated and self-directed
    Employment authorization to work in the United States immediately
