Business and Financial Management Consultant IV (Multiple Positions)

An additional five years of this experience is required if the individual only possesses a Bachelor's Degreeas described below.Functional ResponsibilityPosition Description/Tasks to be Performed:Business and Financial Management Consultant IV provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet projectobjectives. Has domain and expert technical knowledge. Provides expert level advices and analysis to the Government; improving management, control, and execution of key activities and efforts. Interactions involve customer negotiations and interfacing withsenior management. Advice, analysis, and domain knowledge may have a critical impact on overall project implementation. May supervise others.

  • Support PMW 240 lead Business and Financial Manager (BFM)
  • Assist in and provide recommendations for the development and preparation of budget exhibits and packages for POM and other PPBE activities (DON, DoD, OMB, President's Budget, and Congressional items)
  • Provide strategic financial management support services across the PMW 240 portfolio
  • Develops Standard Operating Procedures and recommends process improvements
  • Support development and analysis of spend plans and status of funds reporting (obligation and expenditure reporting)
  • Provide quality assurance for BFM products
  • Develop and maintain PMW 240 portfolio, sub-portfolio, and individual project financial metrics to assist PMW 240 leadership in making decisions and monitoring and managing overall portfolio health
  • Develop responses to BFM related taskers and oversight queries as required by PMW 240 chain-of-command, resource sponsors, BSOs, Congress, OSD, and DON FMB
  • Evaluate requirements and fiscal laws, regulations, and policies to determine appropriation types required
  • Develop purchase requests and other BFM artifacts, as required, to support program office operations

  • Must be a United States Citizen
  • Ability to obtain and maintain a US Government Security Clearance

MinimumEducationMaster's Degree in Business, Accounting, Finance, Mathematics, Statistics, Economics, or related field from an accredited program with at least 15 years of experience or Bachelor's Degree in Business, Accounting, Finance, Mathematics, Statistics, Economics, or related field from an accredited program with atleast 20 years of experience.
