• Responsible for providing Functional and Technical Design support to the retirement systems web projects. Requested enhancements and/or modifications to the Application, including:

o Reviewing all requests to determine the feasibility of the request:

o Assisting with the development of functional requirements and design

o Development of the technical design documentation, including::

• _ Database Design (working with the assigned DBA)

• _ User Interface (UI) Prototypes

• _ Business Rules

• _ Process Flows

• _ Report Prototypes

• Responsible for the development and unit testing of new applications, application enhancements, and/or modifications, including:

o Application On-Line functionality

o Application Batch processes

o Application Reports

• Responsible for the completion of special Management requests, including ad hoc report requests

• All work must follow application, user interface, and database standards established by the State Retirement System


Qualifications needed

• Must have a bachelor’s degree. Bachelor’s degree to be equivalent to 5years of ADDITIONAL relevant IT BA experience.

• Must have a minimum of 5years recent experience serving as a business analyst. Candidates with experience performing SCRUMmaster duties will receive a higher score.

• Story/Requirements Gathering

• Team Foundation Server 2012 (or newer)

• Agile Development methodologies such as Scrum

• Automation and solution development in Microsoft Office

• Scrum Master Duties

• Must have a minimum of 4years recent experience with the following business skills: System Development Life Cycle (SDLC); Business Analysis; Functional Design/prototyping; Testing, and Technical design.

• Must have experienceworking withfinancial systems. Experience developing pension systems

• Must have experience in the last 5years of systems/business analysis related to the government pension industry. Examples of this experience would include:

• Active Member processing including payroll, contribution and service credit calculations and salary withholding

• Service Purchase contracts and agreements

• Disability processing including payroll, service credit and contribution Adjustments Average Final Compensation calculations

• Benefit estimation and projections

• Actuarial Calculations

• Benefit setup, eligibility, and benefit calculations

• Retiree payroll processing

• Benefit maintenance including COLA and benefit recalculations
