Responsibilities

As a Sr. Business Analyst, you will support the further development of an Authoritative Data Environment for the Department of the Navy in the Washington DC area. The Business Analyst will be required to lead the Business Process Team ensuring stakeholder requirements are understood and the appropriate resources are applied to meet those requirements.

  • Act as the liaison between the Operations and Development teams to translate stakeholder needs into requirements, user stories and acceptance criteria using the Agile Scrum Framework.
  • Provides technical and administrative direction for personnel performing tasks, including the review of work products for correctness, adherence to the design concept and to user standards, review of program documentation to assure government standards and requirements are adhered to, and for progress in accordance with schedules.
  • Coordinate with the User Experience and Support Manager to ensure problem solution and user satisfaction.
  • Prepare milestone status reports and deliveries/presentations on the concept to colleagues, subordinates, and end user representatives.
  • Work as part of a team under the Agile Scrum Framework and Waterfall methodologies as needed. Will work across multiple teams internally and externally to multiple customers
  • Participates in the tracking and management of open issues and assists in planning for resolution.
  • Maintain communications with technical counterparts and end users as progress is made on problem resolution.
  • Reviews, edits, analyze and create detailed documentation of systems and user needs.
  • Provide guidance and coordinate for development activities.
  • Conduct demonstrations to stakeholders & review stakeholder testing issues, coordinate corrections with development team
  • Participates in the development of new systems or updates to existing systems to meet client needs.
  • Identifies and recommends emerging relevant technologies that may result in improvements to current processes and systems.
  • Reviews project documentation including system procedures and training materials.
  • Maintains current knowledge of relevant technologies and subject areas.
  • Orchestrate fact-finding to determine customer goals, examine and define the requirements necessary for meeting those goals
  • Evaluate the resources necessary for meeting the end user needs and identify any potential obstacles.
  • Evaluate project scope, cost, feasibility and address questions concerning whether or not the project organization has the technological capabilities and expertise to achieve end user needs.
  • Participates in special projects as required.

Qualifications

Required Education:

  • Bachelor's degree in Business, Accounting, Computer Science or related technical discipline; or the equivalent combination of education, technical certifications, training or work experience.

Required Professional Skills:

  • 5+ yrs. related experience
  • Working Knowledge and experience with the Navy's personnel systems.
  • Ability to clearly and concisely describe in written form, software problems and anomalies.
  • Maintains current knowledge of relevant technologies and subject areas.
  • Analytical and creative thinking skills
  • Possess strong inter-personal skills and ability to work as part of a team
  • Possess problem-solving skills
  • Effective facilitation and elicitation skills

Desired Professional Skills:

  • Industry relevant certifications a plus
  • Proficiency in MS Office Suite (MS Project, MS Access, MS Excel, MS Visio)
  • Experience using any of the following: Tableau, Informatica Axon, Oracle, Serena Dimensions
