The Sr. BA is an experienced professional with a broad background and exceptional skills in relationship building, business and IT acumen, and operations management. The ideal candidate will have a background from healthcare, government, financial services or other related customer-facing industry. Prior experience in Government Healthcare Programs (Medicare, Medicaid) is highly desired. This position is part of the information technology organization, but is closely matrixed to functional areas within the business for delivery of projects related to specific business (and supporting technical) capabilities.

Successful Business Analysts within the Business Relationship Management Information Technology (BRM-IT) organization will be aware of and able to leverage the knowledge of recommended guidelines established by the International Institute of Business Analysis (IIBA) within the Business Analysis Body of Knowledge (BABOK).

Duties


  • Participate in project scoping, planning, estimating efforts
  • Facilitate requirements elicitation sessions using various techniques (Brainstorming, Document Analysis, Interface Analysis, Interview, Observation, Prototyping, Requirements Workshops and Survey Questionnaires) with diverse internal and external stakeholders
  • Serve as project liaison between technology delivery and support teams and cross-enterprise business unit partners
  • Evaluate downstream impacts resulting from feature or requirements/needs changes
  • Analyze and understand business needs and translate into appropriate requirement specifications
  • Deliver Sr. Level business analysis artifacts appropriate to the assignment
  • Create and deliver on a business analysis plan
  • Cultivate internal relationships across departments
  • Identify opportunities for continuous process improvement
  • Documentation of customer work processes utilizing Visio for context data flows at multiple levels, cross functional and process flow diagrams
  • Partner with Business BRM, Program and Project managers to create feasibility studies, scope definition, business case documents and charters
  • Develop rich understanding of client business requirements and facilitate required transition of that knowledge to the project and support teams
  • Present a positive professional image of I.T., it's processes, deliverables and personnel
  • Identify and make recommendations for business and I.T. process improvements
  • Understand and effectively communicate the value and need of I.T. processes to gain collaboration and support of best practices.

Profile:


  • High level of understanding of professional Business Analysis industry standards and best-practices
  • Expertise in documenting Use Cases, User Stories, Workflows, Data Flows, Root Cause Analysis, Acceptance Criteria, and Business, Functional and Non-Functional Requirements and detailed work estimation
  • Possess excellent written and oral communication skills
  • Competent in SDLC phases, able to work at the highest technical level of all SDLC phases; especially intake, discovery, analysis, and testing
  • Strong understanding of waterfall and agile approaches
  • Ability to transform a business idea or need into a visual or documented representation utilizing BA industry standard tools
  • Ability to independently lead or facilitate meetings
  • Ability to identify potential solutions and take initiative
  • Must be able to work on multiple projects concurrently and work within tight deadlines
  • Ability to lead JAD (joint application design) sessions with large, multi-disciplinary, cross-enterprise teams
  • Ability to navigate through a large, de-centralized organizational structure to identify SMEs and project stakeholders
  • Strong knowledge of data analysis techniques to interpret results; strong critical thinking skills

Qualifications:


  • Required:
  • Bachelor's degree Computer Science or related discipline
  • Associates degree with relative industry experience may be accepted
  • Minimum 5 years of experience as a Business Analyst working within the Healthcare industry understanding business functions and processes inside and outside of I.T.
