Position Overview:

The Business Administrator position for IYC Lincoln (Monarch Center), located in Logan County, will be working in a fast-paced environment where no two days are alike. The Business Office is responsible for maintaining the fiscal needs of the facility. This includes, supplies for dietary, security, residents, maintenance, outside contractors, and the safeguard of assets, trust fund, resident benefit fund, and employee benefit fund. The ideal candidate will have experience working with property, inventory, managing staff, budgeting, approving requisitions, and vouchers. We encourage all qualified applicants to apply!

Essential Functions:

  • Directs and coordinates the budgetary process with the facility and general office.
  • Serves as full line supervisor.
  • Directs accounting procedures in accordance with rules and regulations.
  • Serves on call and is available for crisis situations in the Business Office.
  • Coordinates and directs purchasing, requisitioning, storage, and distribution of items and services.
  • Remains up-to-date and in compliance with applicable standards of Commission on Accreditation, Administrative Regulations and Directives, Procedures Manual, Statewide Accounting Management System Manual, and Local Business Procedures Manual.
  • Serves as the back-up Payroll Clerk.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.


Preferred Qualifications (In Order of Significance):

  • Prefers at least three (3) years of experience initiating and maintaining effective budgetary controls and performing full range of fiscal functions within a large organization.
  • Prefers at least three (3) years of professional experience forecasting spending in the public or private sector.
  • Prefers at least two (2) years of experience filing and maintaining monthly, quarterly, and year end financial records.
  • Prefers at least two (2) years of experience working with the Accounting Information System (AIS/SAP), High Performance Analytic Appliance (HANA), Trust Funds and/or similar software.
  • Prefers at least two (2) years of supervisory experience.
  • Prefers at least two (2) years of professional experience working with Microsoft Excel and Word in a fiscal setting.
  • Prefers at least two (2) years of experience working with property, inventory, and vouchering in a professional setting.


Conditions of Employment:

  • Requires the ability to pass an IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24 hour 'on call' capacity.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position meets the requirements under Section 4A-101 of the Illinois Governmental Ethics Act, requiring the employee to file a Statement of Economic Interest. This statement must be submitted annually to the Office of the Secretary of State and will be publicly available. Employees required to file this statement must also submit a Supplemental Statement of Economic Interest to the Executive Ethics Commission, as outlined in Executive Order 15-09. Late filings may result in fines and penalties.

About the Agency:

The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departments-security, programming, education, mental health, and more-collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois' communities.
