Job Purpose

This position will be responsible for collaborating with the BSA Officer in the supervision of Bank Secrecy Act (BSA)/Anti-Money Laundering (AML) and Office of Foreign Assets Control (OFAC) activities in accordance with the Peoples Bank's mission statement and strategic plan. Work involves supporting the BSA Officer in directing a comprehensive BSA and OFAC program to ensure compliance with applicable rules and regulations. The position is responsible for managing and leading the BSA staff in conjunction with the BSA Officer including selection, training, coaching, motivation, and evaluation. This position must have an advanced level of understanding of the Bank Secrecy Act, sanctions laws and regulations, including but not limited to: the USA PATRIOT Act, Bank Secrecy Act (BSA) and other anti-money laundering regulations, OFAC regulations, and an in depth knowledge of the FFIEC BSA/AML Exam Manual. Will be responsible for maintaining knowledge and staying current on changes of all BSA/AML policies, procedures and regulations.

Job Duties
  • Supports the BSA team in the day-to-day compliance requirements of BSA and OFAC.
  • Manages BSA team, ensures competent, motivated staff through training opportunities, coaching, supervision and review of department activities and results. Assists in developing career plans for BSA staff and implement actions needed to ensure adequate successor(s) are developed.
  • Continuously looks for efficiency opportunities within the BSA team responsibilities, interdepartmentally and organizationally.
  • Reviews policies and procedures to ensure compliance and management of risk, and recommends changes or corrective action regarding BSA/AML and OFAC issues as needed; shares with staff as applicable.
  • Monitors and analyzes legislative and regulatory developments regarding BSA/AML and OFAC issues and the related risk for the bank. Reports important compliance developments to BSA Officer.
  • Active partner in review, implementation, and validation of the rule sets that govern the bank's suspicious activity model. Will have the ability to identify problems and provide resolution within the system.
  • Evaluates operations to ensure Bank is meeting all applicable regulations. Creates, requests and/or reviews reports to identify AML concerns. Collaborates with internal staff to investigate issues and create efficiencies.
  • Completes Red Flags Risk Assessment; assists in completion of BSA/AML annual risk assessment, model validation, and audit/Exam requests as needed.
  • Provides loss reports, BSA/OFAC report filing data and research to BSA Officer for use in Board and inter-departmental reporting.
  • Takes an active role in department meetings, providing updates on BSA/OFAC topics.
  • Takes a proactive lead on more complex, advanced level BSA tasks, including but not limited to, BSA high risk customers, 314(b) requests, sanctions issues, etc.
  • Participates in technology conversion and integration projects as it relates to BSA/OFAC.
  • Performs special projects as assigned.

Education, Experience and Job Skills
  • Bachelor's Degree required in a relevant discipline, experience may be considered in lieu of a degree.
  • CAMS certification (or in pursuit of) required.
  • Seven years recent experience supporting the various aspects of a BSA/AML and OFAC compliance program.
  • Five to seven years managerial experience, to include managing employees in multiple locations. Proven ability to provide clear guidance and training to team members.
  • Five to seven years investigative, analytical, and problem solving skills experience required. Demonstrated capability to define problems, collect data, establish facts, and draw valid conclusions to recommend potential solutions aligned with BSA standards.
  • Excellent communicate skills with the ability to communicate effectively and clearly, both in verbal and written communications.
  • Excellent judgmental, prioritization, planning, and muti-tasking skills and capable of working within multiple deadlines.
  • Strong critical thinking skills, ability to manage ambiguity, and apply judgment to identify, troubleshoot and resolve ongoing business and operational issues.
  • Must have ability to work in a high stress, fast paced and rapidly changing environment.
  • Ability to maintain confidentiality in respect to the customer's financial affairs.

Basic Qualifications
