Primary Responsibilities:

 

This leadership position is responsible for the overall behavioral health operations, including vision setting and direction, administration and relationship with an external health plan client in Boston, Massachusetts.  This position will oversee all key clinical functions, and administer and deploy business processes and technology-enabled solutions to deliver benefit to providers and members in the client’s service area.

  • Coordinates day-to-day behavioral health operations to achieve goals and maintains smooth and efficient functioning to meet the requirements of the client contract

  • Aligns and integrates behavioral health programs, including care coordination, care management and network management, with client programs

  • Coordinates with regional utilization management (UM) teams to ensure effective UM as well as compliance to state specific regulations across all lines of business

  • Interacts closely with the client, Rhode Island providers and other internal and external stakeholders to ensure the success of the behavioral health program

  • Guides directors, managers and supervisors in the effective delivery of services, meeting goals and avoiding all contract penalties

  • Oversees the clinical and administrative supervision of the in-state behavioral health case management team

  • Represents Optum in relevant organizations and meetings, inclusive of client and regulatory commitments

  • Oversees hiring, promotions and disciplinary actions to assure adherence to human capital policies

  • Formulates action plans to remedy any findings from provider audits, utilizationreports or provider concerns or in response to client concerns

  • Demonstrates an effective, adaptive leadership style that promotes innovation and accountability and establishes work priorities; delegates pertinent activities

  • Develops reviews and approves documents which provide information and program justification; participate in annual program planning and reporting

  • Provides leadership and direction in the development of appropriate risk management strategies

Required Qualifications:

  • Independently licensed either as a doctor of psychology or master’s-level social worker or professional counselor
  • 5 years’ experience in public sector mental health or non-profit community mental health, with knowledge of Medicaid populations
  • Minimum 3 years’ experience  of public sector health administration / management
  • Demonstrated leadership effectiveness and project management experience
  • Demonstrated excellent verbal and written communication skills; strong report writing capability  and oral presentation skills
  • Mature data analysis and PC proficiency
  • Strong customer service orientation
  • Demonstrated abilities to build effective teams, facilitate staff working together collaboratively and retain top talent
  • Exceptional planning, organization and monitoring skills
  • Travel - up to 25% regionally

  Preferred Qualifications:

  • Experience in a recovery-oriented delivery system
  • Strong preference given to candidates with administrative experience in the Massachusetts mental health and substance abuse service delivery system and in administering a similar contract
  • Thorough understanding of managed care principles, models and financing
