You should know that:
Responsible for the definition, planning, design, development, improvement, installation, integration and/or maintenance of a large programming system, a complex programming application or new programming languages, operational systems advanced techniques, etc. Also may be responsible for modifying existing routines or purchased software. Usually, totally responsible for a complex programming project. Provides technical advice to management and frequently participates as technical advisor and consultant in management decisions.
Accountable for complying with all laws and regulations associated with duties and responsibilities.
Provides technical advice to management and frequently participates as technical advisor and consultant in management decisions. Frequent contact with management in other divisions/groups. Must be able to understand the requirements of multiple departments identify and negotiate trade-offs to gain management agreement with proposed recommendations. Must be able to organize and chair a cross-functional multi-departmental team for requirements and decision making in regards to corporate and compliance projects.
Attends technical meetings and conferences. Meets with all levels of customer management to exchange information.
Bachelor's Degree in Computer Science or related field. Completion of an approved educational program or four years of related experience may be accepted in lieu of degree.
Requires knowledge of advanced technology, business applications, the development process and systems design in such areas as multi-processing and multi-configuration, terminal oriented and communication based systems, etc.
Must have a minimum of five years professional experience in programming/analysis. (.NET Developing Experience with MS SQL database is required ).
Experience with Facets application preferred.
Must have good communication and negotiation skills in order to interact with site peers, local management and executives on business and technical issues for project planning.
Previous experience demonstrating creativity in assignments and leadership in technical field of specialization is required.
Must be proficient in writing technical documentation from a business and technical perspective.
Experience developing tools to enable efficient configuration and analysis is required.
Must have experience participating in risk management assessments related to project solutions.
Must have sophisticated business and technical expertise, extensive configuration and systems knowledge.
Contributes to the development and improvement of systems configuration/analysis techniques.
ACCOUNTABILITIES & ESSENTIAL FUNCTIONS:
Designs, codes, tests, maintains, trouble shoots, documents, trains, and leads projects on new or existing integrated information systems including the Facets with minimal supervision at various levels of complexity to meet the specific needs of internal and external clients..
Produces, plans, and leads quality enterprise information systems of application and technical architectures across multiple systems, sub-systems, or platforms within area of responsibility with a working knowledge of interface systems that meet or exceed client expectations on operations and strategic projects.
Analyze enterprise information systems of application and technical architectures across all systems, sub-systems, or platforms within area of responsibility with a working knowledge of interface systems and recommend technical and business strategies to ensure effective operations.
Creates, modifies, and maintains vendor interfaces with financial institutions, fax back systems, web portal, subrogation, medical management, multiple PBM's, ID card generation, clearinghouses, BPO vendor, and check and EOB print and distribution vendor to transmit and receive in designated formats and in accordance with each entities schedule.
Coordinates the electronic submission of enrollment through Facets format or HIPAA transaction 835 code sets.
Assists in implementation of point in time releases, enhancements and upgrades to Facets in conjunction with claims processing system vendor to maintain the integrity and stability of the claims processing system
Serves as liaison between BET and the BCBSLA IT and EDI departments for the transmission of data and the completion of programming needs that cannot be handled due to complexity or volume.
Understands BET Departmental Goals and Objectives and delivers work products to contribute to those goals.
