Roles and Responsibilities:

  • Assists the Director, Project Administration and Capital Control in coordinating with NJ TRANSIT’s Finance Department in funds management, administration, and tracking of the capital program.
  • Assists the Director, Project Administration and Capital Control regarding major capital project implementation and cash flow management.
  • Ensures timely payment to contractors and third-parties in close coordination with Finance Department and Project Management.
  • Manages staff in approving requisitions for all capital, planning and special services initiatives submitted for approval.
  • Supervises analysis of purchase requisitions and check requisitions for Department to assure sufficient funds and board authority is in place to allow procurement or purchase to proceed.
  • Facilitates the reconciliation and production of the NJ TRANSIT capital funding matrix statement (Blue Book) on a monthly basis, which details how NJ TRANSIT capital dollars are allocated, listing all capital funding yet to be setup, and the 5-Year Capital Plan.
  • Supports the implementation of all capital projects, determining current expenditures and obligations versus approved funding in consultation with the Finance Department.
  • Works with Project Management on all aspects of the capital program process and determines eligibility of proposed routine work scope modifications.
  • Ensures compliance with relevant policies, procedures and guidelines for the capital program process.
  • Coordinates with the Director, Project Administration and Capital Control regarding recommendations on the amount of capital funding available to start new capital projects based on current funding available, current and future funding needs and anticipated future funding.
  • Ensures implementation relating to the reconciliation of changes in capital project budgets against the current and anticipated capital funding in consultation with the Finance Department.
  • Supports the Director, Project Administration and Capital Control in coordination with the Finance Department in the reconciliation of debt service obligations against funding over multiple years, including calculating the proceeds of debt service, the total debt service payments and the net interest of the debt service for multiple debt issuances and the multiple projects that they fund, including the calculation of capitalized interest.
  • Recommends the reallocation of funding between and among projects into the capital program.
  • Facilitates the development of cash flow projections in connection with technical project delivery in coordination with Finance Department.
  • Ensures project cost curves are consistent with engineering and construction development status
  • Assists on other projects as assigned.

This Position Supervises:

  • Manager, Project Admin & Capital Control

Education, Experience and Qualifications:

  • Bachelor’s Degree in Business, Economics, Accounting, Business Finance or related area from a US Department of Education accredited college or university, and six (6) years of experience working with funds management and budgets to include prior managerial experience including three (3) years of experience in supervisory capacity and supervising/managing personnel.
  • Knowledge of funding aspects of capital programs required. Excellent written and verbal skills required.
  • Strong background in managing financial management systems, financial reporting and working with databases desired.
  • PC skills with proficiency in Access and Excel desired. One year of closely related work experience can be substituted for each year of education required
